Busan Office of Education to Enhance Implementation of On-site Conflict of Interest Prevention System

Operate a task force of 25 members until the end of February next year

Prepare operational plans tailored to the specific duties of the Office of Education

The Busan Metropolitan Office of Education has established and is operating a dedicated task force (TF) to enhance on-site understanding and implementation of the “Conflict of Interest Prevention System” introduced in 2022.


This measure aims to establish operational guidelines tailored to the unique characteristics of the Busan education office, thereby ensuring the successful adoption of the “Conflict of Interest Prevention System” in schools.


The city’s education office has formed the TF with a total of 25 members, including vice principals, heads of administrative offices at schools, and officials in charge of each sector and audit at the education (support) offices.


From the 14th until February next year, the TF will analyze various conflict of interest situations that arise in schools and institutions. Through this, the TF plans to develop concrete measures to enhance the implementation and effectiveness of the system on the ground, including: ▲establishing detailed procedures for each standard of conduct under the Conflict of Interest Prevention Act ▲developing effective education and promotion strategies ▲refining audit focus areas ▲establishing a culture of compliance with regulations in the field.


Ha Yoonsoo, Superintendent of the Busan Metropolitan Office of Education, said, “Operating this TF will be of great help in preventing various conflict of interest issues that may arise in the field and in creating a fair educational environment.”


The “Conflict of Interest Prevention Act,” implemented in 2022, defines a “conflict of interest” as a situation in which a public official’s private interests are related to their official duties, thereby hindering or potentially hindering fair and transparent performance of their duties.


As standards to prevent such situations, the Act stipulates 10 actions, including: ▲reporting and recusal requests for private interest parties ▲reporting private contact with retirees ▲restrictions on hiring family members, among others.
