Numbering of Opposition Consent Forms for Redevelopment Resumes from the 20th
Sufficient Time Provided for Submission of Support Consent Forms

Seoul City will improve the resident consent method to expedite redevelopment.

The city announced on the 20th that it will assign numbers to opposition consent forms for redevelopment candidate sites. Previously, numbers were assigned to approval consent forms, but there was no numbering standard for opposition consent forms. Concerns were raised that reuse and forgery of opposition consent forms hindered swift resident consent. The city explained, “To ensure fairness between approval and opposition consent forms and to promote redevelopment quickly, we plan to assign numbers to opposition consent forms as well.”


When the redevelopment promotion entity (residents) receives a number for the approval consent form for a candidate site, the district office will issue the same number for the opposition consent form and publish it on its website. Residents must express their opposition according to the designated form. The new opposition consent form will be applied to districts receiving new numbers from this day forward.


A sufficient submission period will be provided for approval consent forms. Until now, approval consent forms were submitted “upon resident application,” and opposition consent forms were submitted “upon recommendation.” To ensure fairness, approval consent forms will also be accepted until the recommendation stage.


Additionally, a “withdrawal of opposition consent” form has been established so that residents do not need to visit the autonomous district office in person to withdraw their opposition after expressing it.

Han Byung-yong, Director of the Seoul City Housing Office, stated, “With the improvement of the opposition and withdrawal consent forms for redevelopment candidate site applications, we will support redevelopment to proceed more smoothly and swiftly by reflecting approval and opposition opinions more clearly and fairly.”
