The 'Anti-Bribery Management System' established by the International Organization for Standardization (ISO) is an international standard that specifies requirements in the field of anti-corruption for organizations. It is a global anti-bribery certification system that allows for third-party certification of the establishment, implementation, maintenance, monitoring, and continuous improvement activities of anti-bribery management systems.
This initiative was promoted as a systematic response to prevent corruption in advance, following recent public official misconduct incidents such as embezzlement during the sale of city-owned assets last year.
The city has made efforts to fundamentally eliminate risk factors of corruption through various means, including: establishing an anti-bribery policy, developing an anti-bribery management system manual and procedures, training department-level corruption risk assessors and internal auditors, identifying corruption-inducing factors by department and task, preparing anti-bribery control measures, and setting anti-bribery objectives to minimize the possibility of corruption within the organization.
As a result of these self-purification efforts to fundamentally block various forms of misconduct, the city successfully obtained international certification from the Korea Management Registrar after passing the first document review and the second on-site assessment.
Mayor Lee Kangdeok stated, "We will not stop at a single certification but will continue to identify and address corruption risk factors every year, and implement ethical administration trusted by citizens by sharing relevant laws and key audit cases related to our work." He added, "By adhering to the code of conduct for public officials and establishing strong discipline within the public sector, we will further advance as a leading city of integrity."
