Ulsan Office of Education to Provide Customized Summer Vacation Learning Support for Students Struggling with Hangul

Simultaneous Operation of Learning Safety Networks Inside and Outside Schools

Support from University Students, Dedicated Teachers, and Specialized Institutions

The Ulsan Metropolitan Office of Education (Superintendent Cheon Changsu) is operating the "Hangul Learning Program During Vacation" to provide customized learning support for first-grade elementary school students who have difficulty acquiring Hangul during the summer break.


The "Hangul Learning Program During Vacation" is part of the "Umteo Project," which refers to specialized support connected outside of school. The program was established to reassess students' Hangul proficiency and provide individualized early literacy support. "Umteo" is another name for the Ulsan Basic Academic Ability Support Center, symbolizing the nurturing of dreams and hope by building a strong foundation for learning, just as a sprout emerges from the ground.


This program involves 124 first-grade students from 51 elementary schools. These students were selected based on the results of the "Hangul Ttobakttobak" assessment, with participation recommended by their homeroom teachers and consent obtained from their parents.


"Hangul Ttobakttobak" is a web-based diagnostic tool that individually assesses students' Hangul learning levels and provides customized supplementary learning materials.


Since this year, the Ulsan Office of Education has been strengthening Hangul education for first-grade elementary students under the 2022 revised curriculum.


For example, to help students who have not yet acquired Hangul master it during the summer break, the "Hangul Ttobakttobak" assessment (an individual diagnostic tool for Hangul learning level), which was previously conducted in September, has been moved up to before the start of summer vacation.


With the number of students participating in this year’s "Hangul Learning Program During Vacation" increasing 9.5 times compared to last year’s 13 students, the Office of Education decided to operate both the second and third stages of the learning safety net to support all participants.


With the cooperation of Professor Seo Sumin from Chunhae Health College, the number of university student instructors majoring in speech therapy was increased from 13 to 18. These university student instructors visit the schools of students during vacation to support the Hangul learning program, focusing on students with borderline intelligence, dyslexia, or those who need pronunciation correction.


Students who are not supported by Chunhae Health College will receive one-on-one instruction 15 to 20 times during the vacation from 26 dedicated academic ability teachers (Chaeum teachers) and first-grade homeroom teachers at their schools.


Among students with various learning obstacles such as emotional or behavioral issues, those who wish to participate will receive Hangul literacy support in collaboration with five specialized support institutions in their residential areas.


An official from the Ulsan Office of Education stated, "We will strengthen customized learning support during the summer break so that students who have not yet acquired Hangul can confidently participate in learning and school life in the second semester," and added, "We also plan to strengthen support for first and second graders in the second semester to address learning obstacles early."


The Ulsan Office of Education is reinforcing not only the national-level Hangul responsibility education but also Ulsan’s unique "Elementary Learning Growth Intensive Year System" in connection with Hangul responsibility education.


In March, the "Our Child Picture Book" for early literacy education and Hangul letter sets, both developed in-house last year, were distributed to all first-grade classes in elementary schools.


In the upcoming second semester, the office plans to compile and distribute a "Casebook of Early Literacy Instruction," collecting examples such as the Hangul Learning Program During Vacation, to all elementary schools.
