The agreement was signed by Pohang City, the Pohang Community Social Security Council, the Pohang Employment Welfare Plus Center, the Korea Legal Aid Corporation Pohang Branch, the Credit Counseling & Recovery Service Pohang Branch, the Pohang Nanum Regional Self-Sufficiency Center, and the Neulpum Counseling Psychology Education Center, who agreed to join forces to prevent solitary deaths among at-risk households.


The Together Care Service project introduces a solitary death prevention program to monitor high-risk groups in real time and provides various care services to resolve the causes that increase the risk of solitary death.


Through this agreement, high-risk groups for solitary death among at-risk households who are not receiving public welfare benefits will receive regular check-ins, essential goods support (survival box), residential convenience services, as well as employment, debt adjustment, psychological counseling, legal counseling, and other types of support services.


Deputy Mayor Jang Sangkil stated, "The issue of solitary death among vulnerable groups has become a serious problem that can occur at any time in our communities," and added, "We will proactively identify households at risk of solitary death and create a warm city where both the public and private sectors practice care together."


Pohang City was selected in April for the Ministry of the Interior and Safety's 'Eup, Myeon, Dong Smart Welfare and Safety Service Improvement Model Development Support Project,' and since July this year has been promoting the 'Together Care Service for the Prevention of Solitary Deaths Among At-Risk Households Outside the Institutional Welfare System.' The project includes establishing a solitary death prevention management system, building a Together Care Service network, providing care services (Toktok Check-in Service, Survival Box, residential convenience and counseling services, etc.), and advancing the administrative management system for solitary death prevention response.
