14 Public Institutions in Gyeonggi-do to Undergo Resident Evaluations for Major Projects Starting This Year

The number of participating institutions in the ‘Responsibility Contract’ system, where Gyeonggi Province residents directly evaluate the major project outcomes of provincial public institutions, has increased to 14.


On the 16th, Gyeonggi Province announced that it held the ‘2024 Responsibility Contract Signing Ceremony’ with 14 public institutions, including the Gyeonggi Institute of Economy and Science Promotion, at Yulgok Hall in the provincial government office.


The Responsibility Contract system was piloted last year by Governor Kim Dong-yeon to emphasize the responsibilities and roles of public institutions that significantly impact the lives of residents. It is a system that discovers projects that residents can feel directly, promises to deliver results to residents, and is evaluated the following year.


Last year, four institutions with more than 200 employees participated: Gyeonggi Housing and Urban Corporation (GH), Gyeonggi Credit Guarantee Foundation, Gyeonggi Cultural Foundation, and Gyeonggi Institute of Economy and Science Promotion.


This year, ten institutions newly committed to participation: Gyeonggi Environmental Energy Promotion Agency, Gyeonggi Job Foundation, Gyeonggi Social Service Institute, Gyeonggi Content Agency, Gyeonggi Lifelong Education Promotion Agency, Gyeonggi Art Center, Gyeonggi Corporation, Gyeonggi Transportation Corporation, Gyeonggi Women and Family Foundation, and Gyeonggi Social Economy Institute.


Through this year’s Responsibility Contract, Gyeonggi Province will measure the outcomes of 10 resident-centered projects closely related to residents’ lives, such as youth opportunity housing and baby boomer opportunity job projects.


The 10 Responsibility Contract projects by institution are: ▲Gyeonggi Youth Opportunity Housing (Gyeonggi Housing and Urban Corporation) ▲Baby Boomer Opportunity Jobs (Gyeonggi Job Foundation) ▲Zero Electricity Fee Apartments (Gyeonggi Housing and Urban Corporation, Gyeonggi Environmental Energy Promotion Agency) ▲Sunlight Bicycle Path Creation (Gyeonggi Environmental Energy Promotion Agency, Gyeonggi Corporation, Gyeonggi Transportation Corporation, Gyeonggi Housing and Urban Corporation) ▲Gyeonggi Senior AI+ Care (Gyeonggi Social Service Institute) ▲Child Value Care Pickup Service (Gyeonggi Social Economy Institute, Gyeonggi Women and Family Foundation) ▲Jobs Without Career Breaks “0.5 & 0.75” (Gyeonggi Job Foundation) ▲K-POP Performance Venue Designation (Gyeonggi Content Agency, Gyeonggi Lifelong Education Promotion Agency) ▲Gyeonggi Youth Artist Opportunity Audition (Gyeonggi Cultural Foundation, Gyeonggi Art Center) ▲Small Business Success Project (Gyeonggi Institute of Economy and Science Promotion, Gyeonggi Credit Guarantee Foundation).


Following the signing ceremony, Gyeonggi Province awarded the ‘2023 Responsibility Contract Evaluation.’ At the awards ceremony, three institutions?Gyeonggi Housing and Urban Corporation, Gyeonggi Credit Guarantee Foundation, and Gyeonggi Institute of Economy and Science Promotion?received awards.


Gyeonggi Housing and Urban Corporation was recognized for securing 9,254 public housing units in new towns and launching the first senior safety housing project among public institutions; Gyeonggi Credit Guarantee Foundation for supporting 85.5 billion KRW in refinancing funds for small business owners, 120% more than last year, and achieving a satisfaction score of over 95; and Gyeonggi Institute of Economy and Science Promotion for raising 317.8 billion KRW in the G Fund, 268% higher than the initial target.


Kim Seong-jung, First Deputy Governor of Gyeonggi Province, said, “Through Gyeonggi Province’s unique Responsibility Contract system, we are breaking the customs and inertia of public institutions and ensuring that public institutions become organizations that deliver results centered on residents.” He added, “This year, I ask you to demonstrate innovative thinking and leadership in collaboration that removes barriers.”
