A business facility with up to 24 floors will be constructed in the redevelopment area of the former Daesun Flour Mill factory site.
On the 19th, Seoul held the 9th Urban Planning Committee meeting and announced on the 20th that it had approved the amendment to the “Yeongdeungpo Daesun Flour Mill Area Urban Maintenance-type Redevelopment Zone 1, District 5 Maintenance Plan.”
The site is located at 8-2, Mullae-dong 3-ga, Yeongdeungpo-gu. With this maintenance plan amendment, the city applied floor area ratio incentives and height relaxations to this area. The allowable floor area ratio was set at 260%, the maximum floor area ratio at 140.5%, and the height was relaxed to 20.4 meters.

The basement level 1 and floors 1 to 4 above ground will be neighborhood living facilities, and floors 5 to 24 will be business facilities. An indoor open space will be created on the first floor above ground to be used as a rest and exhibition area. On the 4th floor above ground, an outdoor space overlooking the Daesun Flour Mill area and connected neighborhood living facilities (F&B), as well as a dedicated elevator, will be provided to offer a highly accessible and functional open space.
Green space will also be significantly increased. On the west side of the site, an open green space of 731.4㎡ (25% of the site area) will be created to provide an urban forest in the aging factory area.
The city explained, “With this decision, by introducing business facilities and creating open green spaces along the aging Yeongdeungpo Gyeongin-ro, we will strengthen the urban functions of the Yeongdeungpo Gyeongin-ro axis, improve the urban environment, and promote urban vitality.”
Meanwhile, the Daesun Flour Mill area is a redevelopment zone that includes the Daesun Flour Mill factory, which opened in 1936, and is divided into Zone 1 and Zone 2. In 2020, the city’s Urban Planning Committee decided on a mixed maintenance method applying general maintenance, small-scale maintenance, and preservation maintenance types within one zone, considering the local conditions and characteristics. Yeongil Market was designated as a small-scale management district, and the Daesun Flour Mill factory was designated as a preservation maintenance district due to its registration as an excellent architectural asset and the implementation of a private regeneration project.
