Dongjak-gu (Mayor Park Il-ha) will implement the "Dongjak-gu Regional Housing Association Management Guidelines" starting this month to prevent damages arising during the promotion of regional housing association apartment projects and to protect the property of residents and association members.
The regional housing association project is a system designed for owners of a single housing unit with a residential exclusive area of 85㎡ or less and for low-income, homeless citizens to secure their own homes.
While it offers the advantage of acquiring housing at a relatively lower cost compared to general apartments, victims may occur due to reckless management of the association and delays in land acquisition.
Accordingly, considering that Dongjak-gu has the highest number of regional housing association projects among Seoul’s autonomous districts, the district has prepared the "Dongjak-gu Regional Housing Association Management Guidelines" to ensure that the projects proceed in line with the original purpose of the regional housing association system.
The main contents include ▲verification and strengthening of the project entity’s promotion capabilities ▲transparency in the relationship between the recruiting entity and association members ▲enhancement of project stability and professionalism.
Based on this, public intervention will be strengthened at stages such as ▲recruitment reporting ▲district unit plan resident proposals ▲association establishment approval.
First, at the time of association member recruitment reporting, the district will strengthen acceptance requirements to block project entities without operational capabilities from participating.
The district will verify conditions of the target land and information about the recruiting entity, and allow project promotion if the appropriateness of measures to enhance the rights and interests of association members is recognized.
In addition, to strengthen transparency in project entity operations, accounting standards will be established for associations, operational status reports will be submitted, external audits will be conducted, and the district will verify submitted materials through accountants.
Furthermore, to prevent unfair or premature payments to the business agency, which is a professional support organization for regional housing associations, guidance will focus on a sound payment system, and the interests between the association and the business agency will be readjusted to ensure project completion.
Meanwhile, the district will form a "Regional Housing Association Management Committee" to review the project entities and their proposals more professionally and objectively.
The management committee consists of experts including district office officials, university professors, lawyers, and accountants. Previously, the district received expert advice during the preparation of the management guidelines and conducted consultations with related organizations such as the Ministry of Land, Infrastructure and Transport, Seoul City, and autonomous districts.
Park Il-ha, Mayor of Dongjak-gu, stated, “We expect that the preparation of these regional housing association management guidelines will protect the rights and interests of association members and residents,” and emphasized, “We will continue to strengthen administrative and institutional measures based on related regulations to actively promote regional housing association housing projects within the district.”
