This project, selected by the Ministry of Education, is conducted by the Gyeonggi Provincial Office of Education over three years until February 2027. Support centers and regional cooperation committees will be established by setting up cooperative districts in Yongin City and Uijeongbu City to create a foundation for project support.

Through the agreement, the city, the Office of Education, and each university will establish a governance system for early childhood education and care. They will jointly develop and operate programs that can reduce disparities among educational and care institutions by formulating policies tailored to the characteristics of the region, enhancing children's growth and development, and improving teachers' capabilities.

According to the agreement, Yongin City will carry out ▲support for selecting pilot daycare centers and building cooperative systems ▲operation of networks linking early childhood education and care sites with the local community ▲budget execution and support ▲operation and promotion of the innovation support project. It will also cooperate to ensure that curricula developed by universities are smoothly implemented in local kindergartens and daycare centers.

The Yongin Office of Education will cooperate in supporting projects for training local instructors and lead teachers. Universities will develop early childhood education programs and operate programs supporting children, teachers, and institutions.

Ryu Gwang-yeol, the First Deputy Mayor of Yongin City, expressed hope that "this agreement, in which local governments, the Office of Education, and universities collaborate to address low birthrate issues and provide childcare tailored to regional characteristics, will serve as an opportunity for the development of the Republic of Korea and the elimination of childcare disparities."
