Twenty institutions, including university alliances, have been provisionally selected for the 2024 Glocal University Project, which can receive up to 100 billion KRW in support over five years.
On the 16th, the Ministry of Education and the Glocal University Committee announced that, after evaluations by the preliminary designation evaluation committee and deliberations by the Glocal University Committee, a total of 20 institutions comprising 33 universities were provisionally designated: 6 'alliance universities,' 3 'integrated universities,' and 11 single applicants.
A total of 109 universities submitted 65 innovation plans for this preliminary designation application. There were 39 single applicants, 6 integrated applications (14 universities), and 20 alliance applications (56 universities). Last year, only single universities and those applying on the premise of integration were eligible to apply, but this time, 'alliance universities,' where two or more universities collaborate in a governance structure, were also allowed to apply.
The provisionally designated universities are ▲Konyang University ▲Kyungnam University ▲Kyungpook National University ▲Dongmyung University-Shilla University ▲Dongshin University-Chodang University-Mokpo National University of Science and Technology ▲Dong-A University-Dongseo University ▲Daegu Health College-Gwangju Health College-Daejeon Health College ▲Daegu Haany University ▲Mokpo National University ▲Soonchunhyang University ▲Yonsei University Mirae Campus ▲Yeungnam University-Kumoh National Institute of Technology ▲Ulsan College-Yeonam Institute of Technology ▲Wonkwang University-Wonkwang Health Science University ▲Inje University ▲Chonnam National University ▲Changwon National University-Geochang Provincial College-Namhae Provincial College-Elevator College ▲Chungnam National University-Hanbat National University ▲Hannam University ▲Handong Global University.
Among these, Soonchunhyang University, Yonsei University Mirae Campus, Inje University, Chonnam National University, and Handong Global University had passed the preliminary designation last year but were not designated in the final evaluation. Through a separate evaluation by the evaluation committee, it was recognized that while maintaining the basic direction of the existing innovation model, their implementation plans were improved and developed, allowing them to retain preliminary designation status only for this year.
This preliminary designation evaluation was entrusted to the National Research Foundation of Korea and conducted as a closed-door retreat evaluation, with all applicant universities undergoing online face-to-face assessments. The evaluation areas were innovation, performance management, and regional characteristics. Universities with objections to the evaluation results may file an appeal by the 25th, and the final results will be confirmed in early next month.
The provisionally designated universities this year commonly included in their innovation plans the flexibilization of academic systems to expand students' major selection options, breaking down internal university barriers, and establishing linkage systems with local businesses. The Ministry of Education will publicly disclose all 20 innovation plans of the provisionally designated universities on its website.
The provisionally designated universities must establish and submit detailed implementation plans concretizing the tasks outlined in their innovation plans by the end of July, in collaboration with local governments and regional industries. After undergoing the final designation evaluation, the final Glocal Universities will be designated by the end of August. The Ministry of Education will prioritize reviewing regulatory reform proposals to help realize the tasks in the innovation plans of the provisionally designated universities and support the process of establishing implementation plans through joint training (workshops), consulting, and other methods.
Lee Ju-ho, Deputy Prime Minister for Social Affairs and Minister of Education, stated, "Through this Glocal University application, we were able to confirm the universities' bold and advanced innovation visions." He added, "Together with the Glocal University 30 Project, we will support the acceleration of the innovation engines of regions and universities through regional innovation-centered university support systems and education development special zones."
