Yongsan-gu, Seoul (Mayor Park Hee-young) has institutionalized the “establishment of business plans including safety measures” for the first time nationwide to create a “Safe City Yongsan” that prioritizes the safety of its residents.


Starting from the 8th of this month, all projects promoted by the district, regardless of scale or executing entity (direct or commissioned), must include safety measures in their business plans. However, this does not apply to projects that separately establish specific safety management plans or simple guideline-type plans unrelated to human or material resources.


Ahead of the full-scale spring events, the district plans to strengthen safety management from the planning stage to eliminate even minor everyday risks that may occur throughout the district administration.


In the future, departments responsible for events or programs for residents and various construction works will inspect safety risk factors based on site visits and past experiences, prepare anticipated problems and countermeasures, and include them in the business plans.


Additionally, the district will conduct interim inspections during project implementation to check for issues and verify any unforeseen problems after completion, improving future projects to minimize accidents.


For example, if a department is preparing a “Senior Citizens’ Day” event, it must first consider that elderly participants may have limited physical mobility.


It is necessary to preemptively remove safety hazards by considering various situations such as elderly participants getting injured by high curbs or obstacles while moving around the venue or suffering burns from hot food.


Safety measures will also be prepared to enable immediate on-site response, such as emergency hospital transport and medical expense support methods, in case problems arise.


Park Hee-young, Mayor of Yongsan-gu, said, “Just as a small spark carelessly overlooked can become a large forest fire, we will meticulously manage even the small matters that may be taken lightly in daily life. We have now implemented a system to ensure safety administration throughout district projects, and we plan to institutionalize safety checks in budget allocation and ordinance enactment or revision going forward.”


Since last year, the district has been improving various systems for rapid safety management, including ▲ establishing a separate disaster safety situation room ▲ improving the work system for dedicated monitoring staff ▲ introducing an intelligent selective surveillance CCTV system ▲ building a smart city integrated platform, strengthening safety-related facilities and equipment.


Also, this year, following the ordinance enacted last year, the district has implemented resident safety insurance. To protect residents from increasing indiscriminate crimes, Yongsan-gu is the first in Seoul to install safety bells at bus stops and street vending stands, replace LED and smart security lights, and build a meticulous safety management system to become a city where residents feel safe and satisfied.
