This drill was carried out in accordance with the 'Guidelines for Responding to Illegal Acts by Civil Petitioners,' assuming sudden situations such as verbal abuse and assault by petitioners. The drill followed a step-by-step script including ▲inducing calm in the petitioner ▲requesting cessation of verbal abuse and notifying recording of illegal acts ▲activating the emergency bell and calling security police ▲protecting affected public officials ▲evacuating visiting petitioners ▲subduing the petitioner and handing them over to the police, conducted as if in a real scenario.


In particular, the drill enhanced effectiveness by utilizing portable protective equipment (ID recorder) distributed last February to employees at the city hall and 25 eup, myeon, and dong civil service desks to secure recording data for legal responses to special petitioners. It also included pressing the emergency bell linked to the 112 situation room to immediately dispatch police in case of emergencies such as assault.


The city plans to conduct joint police drills at the Seonsan Branch Office civil service desk and 25 eup, myeon, and dong offices by the 26th of this month, and intends to strengthen emergency response capabilities by holding drills every year in the first and second halves.


Mayor Kim Jang-ho stated, “We will firmly respond to malicious petitions to protect our staff and will do our utmost to create a civil service office environment where petitioners can visit with peace of mind.”
