Busan Gijang-gun recently announced on the 5th that Junggwan Park in Junggwan-eup (Mae-hak-ri area, Junggwan-eup) was finally selected as the project site in the ‘2025 New Excellent Stormwater Runoff Reduction Facility Installation Project Contest’ hosted by the Ministry of the Interior and Safety.
Jung Jong-bok, the head of Gijang County, is inspecting the underground storage facility installation plan at Jeonggwan Central Park together with local residents.

The entire project cost of 27.7 billion KRW will be supported by national and city funds, significantly reducing the county’s financial burden.
Stormwater runoff reduction facilities are designed to artificially allow stormwater to infiltrate underground or to detain it underground to facilitate smooth flow, in response to increased runoff caused by heavy rain, floods, and development projects. During heavy rain, these facilities temporarily store rainwater underground and release it into rivers after the rain stops, thereby preventing damage caused by intense rainfall.
So far, the county has been promoting the construction of a detention facility, one of the stormwater runoff reduction facilities, underground at Junggwan Park to prevent flooding damage in the low-lying areas around Jwagwangcheon Stream.
Since last year, through ▲conducting a study on stormwater runoff reduction measures in Gijang-gun ▲holding resident briefings on the detention basin installation ▲prior consultations with the Ministry of the Interior and Safety and Busan City, the county submitted the stormwater runoff reduction facility project plan to the Ministry of the Interior and Safety in March and received final selection notification on April 5.
The county plans to start installing the detention facility as soon as the national and city funds are finally secured to expedite the project.
Additionally, the county plans to link this underground detention facility installation project with the public parking lot construction project. The complex facility is planned to consist of a neighborhood park on the ground, a large-scale parking lot on the first basement floor, and the detention facility on the second basement floor, aiming to promptly resolve the long-standing demand for parking facilities among local residents.
Jeong Jong-bok, the county governor, said, “Once this detention facility installation project is completed, it will fundamentally resolve the habitual flooding of low-lying houses and stores caused by the recent frequent heavy rains, and greatly contribute to improving the residential environment and revitalizing the local commercial district by securing a large-scale parking lot.” He added, “We will continue to take the lead in proactive safety management focused on disaster prevention so that Gijang-gun can leap forward as an advanced disaster prevention city.”
