The Medical Reform Special Committee stated, "Gwangju and Jeonnam have been identified as the regions with the most vulnerable emergency essential medical areas nationwide due to shortages of healthcare personnel, number of beds, and public hospitals," adding, "Furthermore, the mortality rate of critically ill patients is 1.35 times higher than in other regions, and the incidence of deaths due to not receiving timely treatment exceeds the national average."

They continued, "Despite Jeonnam having the highest proportion of elderly population at 25.5% nationwide, there are eight cities, counties, and districts without visiting nursing centers," emphasizing, "Jeonnam is recognized as a representative vulnerable area for elderly medical care."

The Special Committee explained that it is urgent to establish a regionally customized medical system to resolve medical vulnerabilities in emergency, pediatric, and maternity care in Jeonnam and to ensure diverse medical benefits.

The Special Committee proposed the following people-centered medical care reform pledges tailored for Gwangju and Jeonnam: ▲ Establishment of a regionally integrated emergency, essential, and public medical responsibility system ▲ Establishment of the Gwangju Medical Center ▲ Expansion of regional essential medical funds and compensation for medical vulnerable areas ▲ Expansion of home care service agencies for elderly medical care ▲ Expansion of medical use benefits for island and mountainous residents.

Kim Yoon, Co-Chairman of the Medical Reform Special Committee, stated, "Medical care is a model of universal welfare through selective welfare," and added, "Maintaining the healthy lives of local residents through balanced and diverse medical benefits is the frontline of the right to health."

He also added, "The Democratic United Party will do its best to reform medical care for the citizens and residents of Gwangju and Jeonnam, who are in serious medical blind spots as vulnerable emergency medical areas, for people-centered medical care reform."
