On the 7th (local time), major foreign media including AFP reported that China plans to enact several laws for its national security and sovereignty.
According to the reports, Zhao Leji (趙樂際), the third-ranking official in China and chairman of the Standing Committee of the National People's Congress (NPC), announced at a meeting held in Beijing that several laws, including the Emergency Management Law, Nuclear Energy Law, and Energy Law, will be enacted. He also stated that laws related to national defense education and cybersecurity will be revised within the year.
As Chinese President Xi Jinping focuses on preventing internal and external threats amid intensifying geopolitical competition, the legislative plan announced by the NPC this time centers on national security.
Regarding this, Chairman Zhao emphasized, "We will strengthen laws in the field of diplomacy and develop a legal system for the application of extraterritorial jurisdiction," adding, "We will use legal means to defend China on the international stage and firmly safeguard China's sovereignty, security, and development interests."
While Chairman Zhao was delivering his speech, President Xi generally did not open the work report document. However, foreign media reported that during the reading of the work report by Zhang Jun, Chief Justice of the Supreme People's Court, lively discussions were observed with Premier Li Qiang and Wang Huning, chairman of the Chinese People's Political Consultative Conference. The work report of the Supreme People's Court delivered that day also included content about applying the overall concept of national security to this year's tasks.
In addition, the NPC cited other laws to be enacted within the year, including the Financial Stability Law and the Private Sector Promotion Law. Existing laws related to mineral resources, unfair competition, public bidding, and civil aviation are also expected to be revised.
