The Ministry of Culture, Sports and Tourism and the Korea Creative Content Agency are discovering and nurturing 250 early-stage startups across five areas: idea commercialization support, accelerator linkage support, investment linkage support, leading company linkage support, and overseas expansion support. This year, the project structure has undergone significant changes. Instead of the government, private specialized institutions will discover prospective entrepreneurs and early-stage startups. Startup incubation centers, accelerators, and leading companies to lead this effort will be recruited by the 15th to strengthen expertise in startup incubation. The support method according to the startup stage (1, 3, 7 years) will also be integrated into 'under 7 years since startup' to establish an organic support framework.

Private specialized institutions will operate in three areas: idea commercialization support, accelerator linkage support, and leading company linkage support. Idea commercialization support is a project that helps innovative ideas lead to startups. It delivers incubation budgets to startup incubation centers and provides prospective entrepreneurs with startup support vouchers, counseling, investor relations (IR) training, and networking programs.

Accelerator linkage support is a project where accelerators discover and nurture startups. Accelerators are required to invest their own funds as well as receive government support. Leading company linkage support is a project that helps early-stage startups with innovative technologies collaborate with leading companies for mutual growth. Selected leading companies (large and medium-sized enterprises) operate programs utilizing human and material resources to assist the growth of early-stage startups. Early-stage startups receive commercialization funding.

Investment linkage support, operated under existing policies, connects commercialization support funds of up to 200 million KRW, covering 50% of private investment, to startups with confirmed investments within one year. Through the content startup scale-up program, customized support such as counseling, IR, business connections, and promotion/marketing is provided. Resident spaces and production facilities are also supported, including the Content Korea Lab (CKL) Enterprise Support Center on Cheonggyecheon-ro in Jung-gu, Seoul, and the New Content Enterprise Support Center on Yeoksam-ro in Gangnam-gu, Seoul.

Another area, overseas expansion support, will be significantly expanded. The overseas accelerator linkage program and overseas market participation support will be more than doubled, with additional participation regions (countries) and markets where participation is voluntary. A new 'leading company linkage overseas expansion support' will also be operated. This project supports leading companies with overseas business infrastructure and know-how to collaborate with early-stage startups to enter overseas markets together. A Ministry of Culture, Sports and Tourism official stated, "We will provide a solid growth foundation so that excellent K-startups can shine on the global stage."
