Seongdong-gu, Seoul (Mayor Jung Won-oh) announced that it has introduced the nation’s first demand-centered “Civil Defense Education Attendance Reservation System,” allowing civil defense members to directly reserve civil defense education via smartphone.

Seongdong-gu was the first in Seoul to introduce an electronic notification service for civil defense via email and text messages in 2016, and since 2020, it has been guiding civil defense education through the Seoul electronic notification system using smartphones.

The currently used Seoul electronic notification system only notifies designated education schedules but does not provide functions such as confirming attendance, advance reservation, or changes for civil defense education, causing inconvenience as separate inquiries were required for schedule changes or cancellations.

To resolve these inconveniences, Seongdong-gu directly proposed to a civil defense education specialist company (Contents Factory Sangsangyeok Co., Ltd.) to operate the “Civil Defense Education Attendance Reservation System” with an added function for reserving attendance at civil defense education.

By using this system, it is possible to check additional available education schedules beyond the designated dates and make reservations, which not only enhances convenience for civil defense members but is also expected to significantly contribute to improving education attendance rates.

The system targets approximately 5,000 first- and second-year civil defense members who are subject to group education. When civil defense education and training notices are electronically sent via smartphone, the recipients can directly designate, reserve, or change the dates they can attend.

Civil defense electronic notifications can be applied for on the Seongdong-gu Office website or at the local community service centers of the resident’s district. Members who have not received electronic notifications can apply through the Civil Defense Electronic Notification Center on the Smart Civil Defense Education website.

Meanwhile, Seongdong-gu’s 2024 civil defense education will be officially implemented from April 30. First- and second-year members will receive group education at the Seongdong-gu Office auditorium from April 30 to May 23, while members in their third year or beyond will undergo cyber education for two months starting April 30.

The group education lasts four hours and covers topics such as civil defense basics, fire prevention, earthquakes and chemical/biological/radiological defense, and first aid. If attendance on the designated date by district is difficult, members can apply for changes through the newly introduced Civil Defense Education Attendance Reservation System. Schedules can also be checked on the Smart Civil Defense Education website or the National Disaster Safety Portal.

Jung Won-oh, Mayor of Seongdong-gu, said, “We expect that the ‘Civil Defense Education Attendance Reservation System’ will enhance not only the convenience of civil defense members but also the efficiency of education operations.” He added, “Civil defense education helps members learn action guidelines for wartime and disaster situations, enabling them to respond effectively in emergencies. We ask for the active cooperation and interest of civil defense members to complete the education within the designated period.”
