Busan City Launches Nation's First 'Ownership Transfer Registration Procedure Agency Service' for Jeonse Tenant Damage Victims

Busan City will be the first in the nation to implement the ‘Ownership Transfer Registration Procedure Agency Service Support’ for tenants affected by jeonse fraud.


This initiative is being promoted in accordance with the ‘Jeonse Fraud Prevention and Legal Service Support’ business agreement signed with the Busan District Bar Association on November 30.


The ‘Ownership Transfer Registration Procedure Agency Service Support’ project matches jeonse fraud victims, who have won the auction of the damaged property through court or public auction under the special law, with legal professionals to handle the ownership transfer registration procedures and supports the agency fees.


The support targets tenants who meet all four requirements under the Special Act on Support for Jeonse Fraud Victims and Housing Stability and have been officially recognized as ‘jeonse fraud victims.’ Applications can be made if the auctioned jeonse fraud property is located within Busan City.


Only eligible applicants can receive support of up to 200,000 KRW per case for agency fees, while other costs such as stamp duties and delivery fees are not covered.


‘Jeonse fraud victims’ wishing to receive support can apply by visiting the city’s Jeonse Damage Support Center with the relevant documents starting from the 5th.


Required documents include the application form, official decision on jeonse fraud victim status, consent form for collection and use of personal information, identification card, certified copy of the auction approval decision, and proof of full payment of auction price (copies).

Kim Jong-seok, Director of the City’s Architecture and Housing Bureau, stated, “As we are the first in the nation to implement the ownership transfer registration procedure agency service, we will operate it thoroughly to set an example for other cities and provinces. We will continue to discover support policies that tenants affected by fraud need.”


The city’s Jeonse Damage Support Center has been providing a one-stop service since February 1 by unifying the reception desk for support programs related to court and public auctions under the special law.


To resolve the inconvenience of victims having to visit multiple agencies due to different jurisdictions over auction suspension, priority purchase rights, and tax claims apportionment, the support desk has been centralized at the Jeonse Damage Support Center.


In particular, financial support consultations can be professionally received not only at the KB Kookmin Bank Busan City Hall Branch but also at the Yeonsan-dong Comprehensive Financial Center.
