The Munhwa Nuri Card is a program designed to reduce the cultural expenses burden for vulnerable groups. It supports cultural arts, travel, and sports activities for basic livelihood security recipients, legally designated low-income groups, and single-parent families aged 6 and above (born on or before December 31, 2018). It can be used at approximately 29,000 affiliated stores nationwide in the fields of culture, arts, travel, and sports. Various benefits are also provided, such as a 2,500 KRW discount on movie tickets, a 10% discount on book purchases at major bookstores, a 40% discount on admission fees for the four major professional sports (volleyball, basketball, soccer, baseball), and discounts on performance and exhibition tickets.

For users who maintained eligibility last year, this year’s support fund will be automatically recharged. A notification message will be sent once completed. It can also be checked at local community centers nationwide and on the Munhwa Nuri Card website. For those who need to issue a new card, it can be obtained from the 1st of next month to November 30th through local community centers nationwide, the Munhwa Nuri Card website, phone, or mobile application.

This year, the Munhwa Nuri Card will also be issued as a Braille card for the visually impaired and low-vision users. A biometric authentication login method (fingerprint, face) will be introduced to allow users to conveniently use the mobile application. The limit for additional top-up amounts beyond government support funds will also be raised from a maximum of 100,000 KRW per transaction to 300,000 KRW. A Ministry of Culture, Sports and Tourism official said, "We expect that the inconvenience caused by frequent top-ups and insufficient usage limits will be minimized."
