A YouTuber who posted a video driving at 40 km/h on Seoul Olympic-daero claiming to drive safely is engaged in a debate with netizens. When some pointed out that "slow driving causes traffic congestion," he responded, "So should I speed?"

Recently, YouTuber A uploaded a video on his channel showing how to change lanes on Olympic-daero. In the video, A moved from the 5th lane to the 2nd lane in three lane changes, maintaining a constant speed of 40 km/h.

In particular, A turned on his turn signal and cut into the adjacent lane while the car behind in that lane slowed down, maintaining a slow speed. He explained, "By entering slowly and keeping a gap from the car ahead, I can wait longer and enter more easily the next time I change lanes."

A criticized vehicles that overtook him because they "have a hasty temperament." However, netizens who saw the video criticized him, saying, "People like this cause traffic congestion," and "Excessive slow driving is actually more dangerous." One netizen questioned, "Is driving while filming considered safe driving?"

In response, A issued a statement saying, "The most important thing is to drive safely." He argued, "Is speeding and running red lights justified if it causes an accident? A car can be a weapon that can injure or kill others. Imagine if my family was hurt by a speeding vehicle. Could you forgive that person? If you speed and run red lights just to save a few minutes and become the perpetrator, your whole life can be ruined."

He added, "There are too many people who ignore safety and only talk about speed and flow. I will continue to post only safe driving videos. I hope many people watch my videos and practice 'safe driving,' not 'fast driving.'"

In fact, A's slow driving does not violate any laws. According to the Road Traffic Act, penalties apply only when driving below the minimum speed limit, which is 30 km/h for the entire stretch of Olympic-daero. Driving below the minimum speed results in a fine of 20,000 KRW without demerit points or additional penalties.
