DL E&C has opened a housing exhibition center to supply the second round of units for sale at ‘e-Pyeonhansesang Wonju Primo One,’ located in Panbu-myeon, Wonju-si, Gangwon-do. Overcoming adverse internal and external conditions, and unlike other construction companies, DL E&C successfully completed the first round of sales (350 units) without changing the sales conditions. As a result, a crowd hoping to move in gathered early in the morning to secure the second round of units.
‘e-Pyeonhansesang Wonju Primo One’ is an apartment complex consisting of 6 buildings, ranging from 2 basement floors to 25 above-ground floors, with a total of 572 units and exclusive areas ranging from 59 to 102㎡. Among these, the second round of units for sale includes a total of 222 units, mainly medium to large-sized units, consisting of △84㎡A 103 units △84㎡B 69 units △102㎡ 50 units.
While the first round of units was mainly small-sized units suitable for 1-2 person households and 3-person households, the second round of units is more suitable for 3-4 person households. This was evidenced by the presence of several prospective buyers with young children visiting the housing exhibition center. A woman in her 50s, whom we met in the waiting area, said she was looking for a new apartment to move from an old apartment. She explained, “Recently, due to construction companies’ workouts and credit rating downgrades, it has been difficult to find new apartments built by reliable construction companies, but I came here after hearing that DL E&C has a stable credit rating and financial structure. Since it is a brand apartment that recently completed sales, I am more interested in e-Pyeonhansesang among new apartments.”
■ Second Round Units Positioned at the Front of the Complex Securing Wide-Open Views as a Strength
Following the successful sale of the first round (350 units), the second round of units being supplied boasts the advantage of wide-open views, which are rare even within Wonju-si.
Currently, there are few complexes in Wonju-si that offer scenic views. The second round of units at ‘e-Pyeonhansesang Wonju Primo One’ is the only new supply available for purchase with excellent views, as all units are positioned at the front of the complex, allowing residents to enjoy unobstructed views of Baegunsan Mountain and a sense of openness.
In particular, buildings with mountain views that are not blocked have been highly preferred by buyers and are known to have sold out the fastest among surrounding complexes, which has further increased the desire to secure units in this second round.
Additionally, the transportation plan has received a green light, further enhancing the investment value.
According to the Ministry of Land, Infrastructure and Transport and the Korea Rail Network Authority, a groundbreaking ceremony was held on the 12th for the construction of the Yeoju-Wonju double-track railway project, connecting the 22.2km Gyeonggang Line section from Yeoju Station to Seowonju Station, and construction is now underway. Once this double-track railway opens, travel times are expected to be 9 minutes from Wonju to Yeoju, 40 minutes from Wonju to Seoul Gangnam, and 87 minutes from Wonju to Incheon.
Once the ongoing Suseo-Gwangju and Wolgot-Pangyo railway projects are completed, connections will be established from Incheon (Songdo) and Seoul Gangnam (Suseo) to Gangneung (Gyeonggang Line) and Busan (Jungang Line), enabling travel to more regions. Previously, the KTX Jungang Line allowed travel to Cheongnyangni Station, which increased housing prices, and recently, travel to Seoul Station became possible. With the Yeoju-Wonju double-track railway construction project and the future Suseo-Gwangju double-track railway construction project, a gradual increase in housing prices is also expected.
Meanwhile, ‘e-Pyeonhansesang Wonju Primo One’ is being built by DL E&C, a major construction company with the lowest PF guarantee ratio (35.7%) relative to equity capital among major builders and the highest credit rating (AA-) in the industry as of 2023. As a construction company that recorded the lowest number of defect judgments per 1,000 units (1.5 cases) over the past four years, as announced by the Ministry of Land, Infrastructure and Transport, it is expected to demonstrate excellent product quality.
Applications for subscription start with special supply on January 29 (Monday), followed by first priority on the 30th (Tuesday), and second priority on the 31st (Wednesday). Adults residing in Wonju and Gangwon who have held a subscription savings account for more than six months and meet the deposit requirements by region and area can apply as first priority regardless of household head or member status. For first priority applications, 40% of the 84㎡ units are allocated by a point system and 60% by lottery. The 102㎡ units are selected 100% by lottery, giving applicants with low points a chance to win.
Interest-free loans are provided for the entire intermediate payment, significantly reducing financial costs for contract holders. There is no obligation to reside, and resale of the pre-sale rights is possible after paying 10% of the deposit in full. If the resident recruitment announcement is made before February 25, the ‘Stress DSR’ will not apply when converting to mortgage loans. However, new supply complexes with resident recruitment announcements after February 25 will be subject to DSR, potentially reducing loan limits.
Additionally, as a token of appreciation for the successful sale of the first round (350 units), special sales benefits such as free balcony expansion support will be provided to customers applying for the second round. Given the risk of rising entry barriers due to increases in raw material prices and labor costs leading to higher sale prices, these benefits present an optimal opportunity for prospective buyers to secure their homes.
