Six Police Officers Promoted for Outstanding Service in Apprehending 'Mujabon Gap Investment' Jeonse Fraud Case

Six police investigators, including those who played a key role in cracking down on a large-scale jeonse loan fraud organization, were promoted for their distinguished service.


On the 1st, Woo Jong-su, head of the National Investigation Headquarters of the National Police Agency, visited the Financial Crime Investigation Unit of the Seoul Metropolitan Police Agency, as well as the Seoul Seongbuk Police Station, Guro Police Station, and Suseo Police Station, to promote a total of six individuals who contributed to the arrest of suspects in the jeonse fraud cases.

Jang Bo-yeon, a detective at the Seoul Seongbuk Police Station, was promoted to superintendent. Detective Jang apprehended 21 suspects who swindled approximately 25.8 billion KRW in deposits from 86 victims through no-capital gap investment schemes, and four of them were detained.


Three detectives from the Financial Crime Investigation Unit of the Seoul Metropolitan Police Agency?Ahn Seong-geun, Park Su-chan, and Jo Seong-rok?were also promoted to superintendent. Detective Ahn arrested 60 suspects who, following the death of the so-called "Villa King," purchased over 2,000 houses through no-capital gap investments and defrauded about 156.7 billion KRW in deposits from approximately 700 tenants; six of these suspects were detained. Detective Park apprehended 143 suspects, including those who swindled 18.8 billion KRW in deposits through no-capital gap investment schemes and internet platform operators who facilitated illegal real estate advertisements; three suspects were detained. Detective Jo also arrested 79 suspects involved in no-capital gap investment fraud amounting to 5.9 billion KRW in deposits, including appraisers who inflated property valuations to aid the crimes; one suspect was detained.


Kim Seon-woo, a police officer at the Seoul Guro Police Station, was promoted to superintendent after arresting 33 suspects who embezzled 5.2 billion KRW in deposits through no-capital gap investments or by creating false jeonse contracts to divert loan funds, with seven suspects detained.


Moon Ok-cheol, a detective at the Seoul Suseo Police Station, was promoted to superintendent after apprehending 65 suspects who embezzled 37.3 billion KRW in deposits through no-capital gap investments, with one suspect detained.


Superintendent Ahn Seong-geun (Financial Crime Investigation Unit, Seoul Metropolitan Police Agency) said, "During the process of arresting suspects, I met many victims, and I hope that the police's special crackdown will prevent further damage."


The National Investigation Headquarters of the National Police Agency, in collaboration with the Ministry of Land, Infrastructure and Transport and others, conducted the first and second nationwide special crackdowns on jeonse fraud, resulting in the arrest of 5,087 individuals from 35 organizations involved in 1,545 cases of jeonse fraud, with 446 suspects detained. In particular, as jeonse fraud targeting low-income and young social members surged mainly in the metropolitan area, strict measures were taken by applying laws related to "criminal organizations and groups" to organized and malicious jeonse fraud groups, and detaining suspects in major cases. Woo Jong-su, head of the National Investigation Headquarters, stated, "Jeonse fraud is a criminal act that infringes on the housing rights of ordinary citizens," and urged, "Please continue your efforts so that the public can regain peaceful daily lives."
