As jeonse fraud has recently spread nationwide, centered on major cities such as Incheon and Busan, causing an increase in victims, Gyeongbuk Province took measures on the 30th to support victims and prevent recurrence.


In Gyeongbuk, no victim confirmation certificates have been issued through the Jeonse Victim Support Center so far, indicating that there are currently no victims of jeonse fraud. However, since the damage is spreading nationwide, the province decided to prepare its own support measures to be ready for any eventuality.

First, to comprehensively manage the status of jeonse fraud damage, a person in charge of jeonse victim support was appointed to operate until the situation is resolved. This office will handle the application and issuance of victim confirmation certificates, and for tenants confirmed as victims of jeonse fraud who need to relocate, it will select residents and connect them with Korea Land and Housing Corporation (LH) and Gyeongbuk Development Corporation to support their move into public rental housing.


Additionally, Gyeongbuk Province plans to form a joint inspection team with city and county offices and the Association of Licensed Real Estate Agents to conduct focused inspections on real estate agents in six areas with high jeonse rates: Pohang, Gyeongju, Andong, Gumi, Gyeongsan, and Yecheon.


During the joint inspection, which will be conducted from May 15 to 31, special attention will be paid to cases involving the brokerage of risky "empty-can jeonse" houses or suspected involvement in jeonse fraud transactions. If illegal cases are detected, they will be dealt with strictly under a zero-tolerance policy, including reporting to judicial authorities and revoking real estate agent licenses.


Along with this, promotional activities to prevent jeonse fraud will also be carried out. Gyeongbuk Province plans to post webtoons explaining how to prevent jeonse fraud on the websites and social media of the province and cities/counties, as well as in neighborhood newsletters, to easily inform residents about the types of jeonse fraud and help prevent damage.


Lee Cheol-woo, Governor of Gyeongbuk Province, who stated that protecting the property and lives of residents is the province’s foremost mission and reason for existence, said, “There have been tragic cases where people lose their entire life savings due to jeonse fraud or even take extreme measures. We will prepare multifaceted prevention measures at the provincial level, such as joint inspections, to ensure that residents do not suffer damage.” He added, “This incident should serve as an opportunity to reform the jeonse system, a kind of backward financial system unique to Korea.”
