As bills related to measures against Jeonse fraud passed the National Assembly plenary session on the 27th, support for victims has become possible.


On the same day, the National Assembly held a plenary session and approved the "Local Tax Basic Act Amendment."


The amendment to the Local Tax Basic Act primarily stipulates that when a Jeonse house where a tenant lived is transferred through auction or public sale, the tenant's Jeonse deposit should be repaid prior to the local taxes imposed on the house. It was created with the intention of remedying Jeonse fraud damages by prioritizing the repayment of the deposit of tenants with a confirmed date over the delinquent local taxes.

The government has already implemented measures to prioritize the repayment of tenant deposits over national taxes such as comprehensive real estate tax and inheritance/gift tax during housing auctions or public sales, but with the passage of the amendment, the scope of priority repayment has been extended to include local taxes.


Along with this, the "Partial Amendment to the Act on Appraisal and Appraisers" was also passed. The amendment cancels the qualifications of appraisers who have been sentenced to imprisonment or higher for real estate-related crimes such as Jeonse fraud, and enables appropriate disciplinary actions for violations of laws. Furthermore, appraisers whose qualifications have been canceled for these reasons cannot be employed as office staff by appraisal firms for five years, thereby strengthening sanctions to prevent appraisers involved in real estate crimes from engaging in appraisal work.


The ruling party's special law for supporting victims of Jeonse fraud, proposed on the same day, is expected to be processed next month. The "Special Act on Support for Jeonse Fraud Victims and Housing Stability," proposed by Kim Jeong-jae, a ruling party member of the National Assembly Land, Infrastructure and Transport Committee, includes provisions granting victims the right to have priority in purchasing the house they reside in if it is transferred through auction or public sale.


Meanwhile, the National Assembly also approved the "Amendment to the Framework Act on Disaster and Safety Management," which allows the use of base station information in case of concerns about mass gatherings. This is one of the bills proposed as a measure to prevent recurrence after the Itaewon Halloween tragedy last year.


The amendment allows the Minister of the Ministry of the Interior and Safety or local government heads to request telecommunication service providers to provide base station connection information of unspecified large numbers of people in a specific area when disasters or various accidents have occurred or are likely to occur due to mass gatherings in that area. It also stipulates that when disaster management agencies or emergency rescue agencies request the provision of information collected as necessary for disaster response work, the Minister of the Ministry of the Interior and Safety or local government heads must comply with the request unless there are special reasons.
