Embers Rekindled Amid Rebuilding Regulation Easing

The Godeok Jugong 9 Complex in Myeongil-dong, Gangdong-gu, Seoul is making a renewed attempt at reconstruction. Since the government significantly eased safety inspection regulations in January this year, the spark for reconstruction in major complexes that had previously received final rejection decisions is being revived.


According to the maintenance industry on the 27th, the Gangdong District Office announced a bid yesterday to select a company for a detailed safety inspection for the reconstruction judgment of the Godeok Jugong 9 Complex. A detailed safety inspection is the final step to decide whether to proceed with reconstruction for apartments that have passed the preliminary safety inspection, and it is the first gateway in the reconstruction project.

The Godeok Jugong 9 Complex is a 39-year-old aging apartment built in November 1985, consisting of a total of 1,320 households. Since most of the Godeok Jugong 1 to 8 complexes have completed reconstruction, this apartment was considered the ‘last puzzle’ of the Godeok district.


The Godeok Jugong 9 Complex had previously faced a setback in reconstruction. In June last year, it received a C grade ‘maintenance’ judgment from the Korea Land and Housing Safety Management Institute after a safety inspection adequacy review.


However, as the Yoon Seok-yeol administration significantly eased reconstruction safety inspection regulations, the project’s spark was rekindled. The government reduced the weight of structural safety from 50% to 30% and increased the weight of residential environment from 15% to 30% in the safety inspection evaluation. In other words, even if structural problems are minor, reconstruction can proceed if residents’ inconvenience is significant. Accordingly, the Godeok Jugong 9 Complex applied for a preliminary safety inspection starting in December last year, signaling a renewed challenge for reconstruction.


Besides the Godeok Jugong 9 Complex, other apartments that had failed reconstruction are also making renewed attempts thanks to the regulatory easing. The 9th and 11th complexes of the Mok-dong New Town in Yangcheon-gu have also started preparations to apply for preliminary safety inspections within this year. Wolgye Siyoung (Miseong, Miryung, Samho 3rd Complex), a major reconstruction project in the Gangbuk area, has also applied for a detailed safety inspection for reconstruction.


An official from the maintenance industry said, "With the Yoon Seok-yeol administration’s easing of reconstruction regulations, apartments that previously received rejection decisions are likely to pass safety inspections. Although there is the difficulty of having to go through the preliminary safety inspection process again, even if they receive a conditional reconstruction judgment, they do not have to undergo the adequacy review, so if owners’ opinions are gathered, the possibility of reconstruction is much higher."
