'Enhancing Public Institution Transparency'... Gyeonggi-do Forms 'Audit Council' with 28 Agencies

The 'Gyeonggi Province Public Institution Audit Council,' consisting of Gyeonggi Province and 28 public institutions under its jurisdiction, officially launched on the 25th.


On the 25th, Gyeonggi Province announced that it signed a joint resolution for audit innovation centered on residents with 28 public institutions at the Gyeonggi Bio Center in Suwon Gwanggyo Technovalley, and then launched the Public Institution Audit Council.


Earlier, the province announced improvement measures including the formation of a 'Public Institution Audit Council' and recommendations to establish audit departments in five institutions that lacked them.


The formation of the Public Institution Audit Council is a follow-up measure based on these improvements.


The council consists of 29 members, one audit officer each from Gyeonggi Province and the public institutions, and serves to exchange information mutually and propose improvements to public institution audit tasks.


This year, two regular meetings will be held in April and September, with additional meetings convened as needed in case of urgent audit issues.


The joint resolution on this day includes ▲ Gyeonggi Province and public institutions becoming a 'one team' for audit innovation to ensure stable implementation of provincial policies for the Opportunity City Gyeonggi ▲ prioritizing resolving residents' grievances and realizing resident-centered audits through close cooperation and communication to protect residents' rights ▲ establishing a preventive audit system through sharing audit cases, supporting proactive administration, and improving systems ▲ spreading the value of integrity throughout management and strengthening internal control capabilities.


Oh Byeong-kwon, the first deputy governor of Gyeonggi Province, said, "The role and responsibility of the audit organization is to ensure that major provincial policy projects for Opportunity Gyeonggi can be stably implemented based on residents' trust," and urged, "I ask the Public Institution Audit Council to become a 'one team' that practically resolves provincial issues and residents' difficulties and lead Gyeonggi Province as the center of change."


Meanwhile, at the first regular meeting held after the launch ceremony, the council discussed ▲ the annual operation plan of the Public Institution Audit Council ▲ results of inspections and improvement plans for internal audit organizations of public institutions ▲ operation plans for strengthening Gyeonggi Province's audit capacity education system ▲ measures to strengthen internal audits following the enforcement of ordinances on settlement of subsidies, etc.


As a result of the discussions, it was decided to prepare unified standards (guidelines) to secure essential audit organizations and personnel for each institution within public institutions, and a policy proposal containing these contents was adopted. The province plans to promptly deliver the policy proposal to the central government ministries.
