The Emergency Response Technology Policy Research Center at Dong-A University announced the results of the National Disaster Safety Awareness Survey (2023 Korea Safety Report), conducted jointly with Korea Research.
The Emergency Response Technology Policy Research Center at Dong-A University surveyed the public on their level of interest and awareness regarding safety and disaster management. The survey secured basic data necessary for the government and local governments to establish effective disaster management measures.

원본보기 아이콘As a result of the survey conducted on 1,000 people, 64.6% of respondents answered that "our country is not safe from large-scale social disasters." This figure has steadily increased compared to 48.8% in 2020, 51.6% in 2021, and 55% in 2022.
Additionally, respondents recognized the disaster control tower of our country as the "President" (54.7%), and in the Itaewon tragedy, the disaster control tower was identified in order as the "President" (33.9%) and the "Minister of the Ministry of the Interior and Safety" (15.2%).
The response that "the central government's disaster awareness and preparedness have improved" declined from 44% in 2019 to 31.1% in 2023, indicating a perception that the government's disaster management system has not functioned well since the outbreak of COVID-19.
Furthermore, regarding the comprehensive pan-government measures for the reorganization of the national safety system, 57.3% of respondents agreed with "adding a prediction phase to strengthen the new risk prediction and constant preparedness system."
Regarding "granting disaster declaration authority to city and provincial governors to reorganize the field-centered disaster safety management system," 66.8% agreed, and 63.5% agreed with "promoting the expansion and promotion incentives of dedicated disaster safety management personnel to strengthen regional disaster safety management capabilities and improve treatment."
The Emergency Response Technology Policy Research Center at Dong-A University stated, "The increase in the proportion of people who feel unsafe from social disasters in the 2023 survey compared to the previous year appears to be related to the Itaewon tragedy."
They added, "Both those who responded that they are safe and those who responded that they are not safe from large-scale social disasters feel that the central government is responsible."
This survey was conducted via web from March 24 to 27, targeting men and women aged 18 and over nationwide. The sampling method was proportional allocation extraction based on region, gender, and age, with a sample size of 1,000. Assuming random sampling, the maximum allowable sampling error at a 95% confidence level is ±3.1%p.
Professor Lee Dong-gyu, director of the Emergency Response Technology Policy Research Center, recently published two books discussing Korea's disaster management system: “The Audacious Nuclear Safety Management Written by a Social Scientist” and “Itaewon Tragedy: Discussing Korea’s Disaster Management”.
