Gyeonggi Province will strengthen quality inspections of floor structure construction before completion, such as during 'frame construction' and 'before use inspection,' starting next month to reduce noise between floors in newly built apartments.


On the 18th, Gyeonggi Province announced that when operating the 'Gyeonggi Province Multi-family Housing Quality Inspection Team,' where experts from various fields visit apartments before occupancy to inspect construction sites, it plans to separately prepare a 'Noise Between Floors Reduction Work Guideline' to enhance related quality inspections.


Experts will focus on compliance with relevant laws and specifications during the frame construction period (around 25% progress).


The province expects that this strengthened floor construction quality inspection will complement the government's pre-certification and post-verification systems for noise between floors currently in operation.


The pre-certification system evaluates the floor impact sound insulation performance of floor structures in advance at accredited institutions (Korea Land and Housing Corporation, Korea Institute of Construction Technology) testing labs, and only floor structures that have received performance approval are allowed to be designed and constructed.


However, from a quality management perspective, significant noise between floors may occur depending on the adequacy of execution.


The post-verification system, introduced on August 4 last year, requires the use inspection authority to check the average floor impact sound insulation performance of some units in each complex before the use inspection application, and if the standard is not met, recommends corrective construction or compensation measures to the project entity.


This applies only to multi-family housing projects that applied for project plan approval after August last year, so multi-family housing currently under construction with prior project plan approval is not subject to this.


Park Jong-geun, head of the Multi-family Housing Division of the province, promised, "We will strive to improve awareness among field personnel and reduce noise between floors through strengthened quality inspections based on the noise reduction guidelines."
