Park Wan-su, Governor of Gyeongnam Province, was selected as the local government head who created the best pledge implementation plan by the Korea Manifesto Practice Headquarters.
According to Gyeongnam Province on the 17th, Governor Park received the highest grade, SA, in the ‘2023 National City and Province Governors’ Pledge Implementation Plan Evaluation’ hosted by the Korea Manifesto Practice Headquarters.
The headquarters evaluated the systematic and concrete aspects of the pledge implementation plan, including philosophy and vision, annual implementation roadmaps, and financial plans in the first year of the local government head’s term; the democratic nature such as whether public opinion was gathered when adjusting pledges due to changes in the policy environment; and clarity and transparency of pledge information through the website.
In the second to fourth years of the term, the implementation level is evaluated based on annual goal achievement, securing and executing finances fundamental to pledge implementation, and legislative status for each pledge.
The manifesto evaluation team, composed of experts and activists, evaluated Governor Park’s pledge implementation plan, which was disclosed on the website, from the end of January to March and announced the final results on this day.
The evaluation items consisted of 35 detailed indicators across four major areas: suitability (60 points), democracy (25 points), transparency (15 points), and pledge consistency.
The evaluation team classified all cities and provinces nationwide into five grades?SA, A, B, C, and D?through one to two rounds of evaluation and data verification.
Governor Park said, “Since Gyeongnam Province’s pledge implementation plan has been recognized as a highly complete plan by a professional institution, we will strive to realize the pledged projects, which are promises to the residents, within the term. For tasks that are difficult to promote due to policy conditions, please do your best to implement the pledges by promptly listening to the opinions of residents and experts and making adjustments.”
Gyeongnam Province manages the progress of the pledges and other administrative tasks of the 8th elected term monthly, and quarterly holds inspection report meetings chaired directly by the governor. For tasks that are insufficiently promoted or require policy direction changes, alternatives will be prepared, and continuous efforts will be made to implement the pledges.
