Kim Ikang, Seo-gu Mayor, Achieves 'Highest Grade' in Pledge Implementation Plan Evaluation

Seo-gu, Gwangju Metropolitan City (Mayor Kim Ikang) announced on the 17th that it received the highest grade (SA) in the ‘Evaluation of Pledge Implementation and Information Disclosure by Elected Heads of Basic Local Governments in the 8th Term’ conducted by the Korea Manifesto Practice Headquarters.


This evaluation was conducted by the Korea Manifesto Practice Headquarters from January, targeting the 8th term pledge implementation plans posted on the websites of 226 basic local governments nationwide. It assessed 35 detailed indicators across four categories: completeness, democracy, transparency, and pledge consistency, then classified the results into five grades (SA-A-B-C-D).

Seo-gu achieved an overall score of over 90 points, earning the SA grade in this evaluation.


Since the launch of the 8th term, Mayor Kim Ikang of Seo-gu proposed 67 projects under 17 pledges for the development of Seo-gu. Through reviews by project departments and deliberations by the Regional Development Advisory Committee composed of experts from various fields, a final set of 49 implementation projects under 21 pledges across five major areas was confirmed and is being promoted.


In particular, while fulfilling promises to residents, Seo-gu reflected residents’ opinions throughout the pledge implementation plan confirmation and execution process by randomly selecting resident jurors. Additionally, Seo-gu established dedicated sections on the main page of the district office website for Manifesto (pledges), Policy Suggestions (Baro Munja Harangkke), and Open Mayor’s Office, securing residents’ accessibility to pledge projects as well as the democracy and transparency of pledge implementation, earning high evaluations for promoting policies together with residents.


Mayor Kim Ikang of Seo-gu said, “Pledges are promises to residents to be fulfilled for regional development and improving residents’ quality of life, and they impose responsibilities and duties that public officials must uphold.”


He added, “Since we have been evaluated as faithfully implementing the 8th term pledges, as the mayor by residents’ side, I will strive to communicate more closely with residents on the ground and work to establish Seo-gu as the best city to live in Gwangju.”


Meanwhile, as of the end of last year, Seo-gu achieved a 46.94% implementation rate for pledge projects in five major areas: village-centered autonomous city, alley-centered economic city, people-centered welfare city, ecology-centered safety city, and happiness-centered cultural city.


Seo-gu also plans to continuously conduct quarterly inspections and evaluations by resident jurors to ensure faithful implementation of pledge projects.
