Gwangyang-si Selected as 'Top Grade' in Pledge Implementation Evaluation

Four Areas Including Pledge Completeness, Democracy, Transparency, and More

Gwangyang City in Jeollanam-do announced on the 17th that it was selected as the best local government by receiving the SA grade (highest excellence) for the first time in Gwangyang City in the ‘2023 National Basic Local Government Mayor Pledge Implementation Plan Evaluation’ conducted by the Korea Manifesto Practice Headquarters (hereinafter referred to as the Manifesto Headquarters).


This evaluation was conducted over the past 100 days by forming an evaluation team centered on experts and citizen activists, based on pledge materials such as the pledge implementation plans disclosed on the websites of 226 basic local governments nationwide, focusing on the effectiveness and feasibility of election pledges.

The evaluation items were conducted as an absolute evaluation for 35 detailed indicators in four areas: preparedness (60 points), democracy (25 points), transparency (15 points), and pledge consistency (Pass/Fail), and after two detailed verifications, five grades (SA, A, B, C, D) were selected.


In this evaluation, Gwangyang City received excellent evaluations overall in terms of the democracy and transparency of the pledges, as well as pledge consistency, achieving the great success of being selected as the best local government.


Ryu Hyun-chul, Director of the Planning and Budget Office, said, “Since the pledges of the 8th popular election are promises to the citizens, we will manage the pledges more substantively so that not only the implementation plan evaluation but also the future pledge implementation evaluation can yield good results.”


Meanwhile, Gwangyang City is increasing the democracy, transparency, and implementation rate of the pledges through pledge implementation evaluation team meetings and semi-annual inspections for the 115 pledges finally confirmed in the 8th popular election.
