46 Industrial Accident Deaths in Incheon Last Year... Establishment of 'Basic Labor Safety Plan' to Protect Workers in Safety Blind Spots

Incheon City has established a 'Basic Plan for Labor Safety and Health Policy' focusing on the protection and support of workers in small-scale and micro enterprises and safety blind spots.


The city announced on the 14th that it has prepared a five-year mid-term plan to be implemented step-by-step from this year until 2027, in accordance with the 'Ordinance on the Prevention of Industrial Accidents and Promotion of Labor Safety and Health in Incheon City.'


The basic plan consists of four major strategies, seven policies, and 29 implementation tasks.


The four major strategies include building an administrative system and governance so that labor safety and health policies can be felt on the ground, spreading a safety culture among employers and on-site workers, preventing industrial accidents in vulnerable areas through inspections and guidance, and creating safe workplaces.


In particular, the detailed annual project implementation plan focuses on protecting and supporting workers in small-scale and micro enterprises and safety blind spots.


Based on the basic plan, the city intends to systematically respond to various industrial accident issues such as reducing the industrial accident rate and decreasing fatal accidents in the Incheon area.

Last year, the total number of accident-related injuries in the Incheon area was 6,279, with 46 fatal accidents recorded.


This represents an increase of 423 cases (7.2%) in accident-related injuries and 6 deaths (15%) compared to the previous year. Among the 17 metropolitan cities and provinces nationwide, Incheon ranked fourth in accident-related injuries and seventh in fatal accidents.


By type of fatal accident, there were 20 falls, 5 slips, 4 collisions, and 3 each of being struck, collapses, and entrapments. By industry, construction accounted for half with 23 deaths, followed by manufacturing with 8, social services with 5, and logistics and transportation with 4.


Among special and metropolitan cities last year, Seoul (85 deaths) was the only city with more fatal accidents than Incheon.


Busan (3.31 million), with a population larger than Incheon’s 2.97 million, recorded 41 deaths; Daegu (2.36 million) 32; Daejeon (1.44 million) 20; Gwangju (1.42 million) 18; Ulsan (1.10 million) 14; and Sejong (380,000) 4.
