On the 12th, the Seoul Metropolitan Government held the 5th Urban and Architectural Joint Committee and announced on the 13th that it had amended and approved the change and plan decision for the Menakgol District Unit Planning Area.


The Menakgol District Unit Planning Area covers 45,692㎡ around the Seoul Regional Military Manpower Administration site and was designated as Menakgol Neighborhood Park in 1940. Since the 1960s, it has been used as the site for the Naval Headquarters and Military Manpower Administration, with years of efforts to establish a neighborhood park. In July 2020, the long-term unexecuted urban planning facility (park) in this area was nullified.


The site lacks sufficient office space and citizen resting areas through efficient land use planning and is considered an area requiring planned urban management, including the establishment of a pedestrian path connecting Sillim Line Seoul Regional Military Manpower Administration Station, opened in May last year, to Singil 4-dong.


This district unit plan includes ▲ the establishment of an urban planning facility (park) on the southern site of the Ministry of National Defense to complete the east-west pedestrian network ▲ designation of special planning zones (two locations) considering the characteristics of ownership and use by the Military Manpower Administration and Ministry of National Defense ▲ and the introduction of ‘citizen use spaces,’ free activity and resting areas for citizens, for the first time in the planning guidelines.


A Seoul city official stated, “Through this change and plan decision for the Menakgol District Unit Planning Area, we expect to induce planned development of publicly owned national land, connect previously disconnected pedestrian axes, and provide a pleasant urban environment by creating open spaces accessible to citizens.”
