The debate was regarded as an opportunity to seek activation of communities of the affected parties for emotional, economic, and social independence.

Assemblywoman Lee Gwi-soon served as the chair, with presentations by CEO Kim Seong-min (Brothers Keeper Co., Ltd.) and Chairman Kim Nam-joong (Children’s Rights Protection Agency Baramgaebi Supporters Honam Region). Participants in the discussion included Operations Committee Member Park Tae-yang (Hanul), Assemblyman Oh Mi-seop (Seo-gu Council), Policy Planning Director Kim Jin-ah (Beautiful Foundation), Secretary-General Ahn Joon-sang (Social Solidarity Bank), and Manager Choi Pyeong-hwa (Gwangju Independent Support Agency).

Chairman Kim Nam-joong argued, "Under the theme ‘Understanding Youth Preparing for Independence and Policy Development According to Their Social Participation,’ it is necessary to identify the needs of each young person through a survey on the actual conditions of youth preparing for independence, and to prepare policy support and a life-cycle support policy guide (roadmap) accordingly."

CEO Kim Seong-min proposed “four support policies to help youth preparing for independence become healthy members of society: ‘a survey utilizing the independence allowance support system,’ ‘recruitment of dedicated independence officers and effective management,’ ‘support policies for children who have aged out of intermediate protection,’ and ‘policy measures necessary for employment support,’” emphasizing that “more delicate and warm care and support are needed.”

Assemblywoman Lee Gwi-soon stated, “Based on today’s discussion, I will examine more specifically what practical support policies and institutional improvements are needed for youth preparing for independence, and work hard for their full independence.”
