Establishment of the ‘Age-Friendly City Development Plan’ Aiming to Improve the Quality of Life for All Residents, Including the Elderly
Building Age-Friendly Infrastructure by Implementing 74 Projects in 8 Key Areas Including Health, Care, Social Participation, Employment, and Housing
Yangcheon-gu (Mayor Lee Gijae) announced that it has established the ‘Age-Friendly City Development Plan’ to proactively respond to the accelerating super-aged society. The district will invest 199.2 billion KRW in 74 senior-specialized policies across 8 key areas such as health, community care, and employment to create a city where the elderly can live happily.
Yangcheon-gu, which first obtained WHO age-friendly city certification in 2018, was re-certified last July in recognition of its achievements in building infrastructure for healthy aging.
This year, aiming to improve the quality of life for all residents including the elderly, the district plans to implement 74 projects in 8 key areas: ▲Health and Community Care ▲Social Participation ▲Social Integration ▲External Environment and Facilities ▲Housing ▲Transportation ▲Employment ▲Communication and Information.
The ‘Health and Community Care’ sector, accounting for 33% of all projects, will invest about 20.5 billion KRW in 24 projects including the operation of the ‘Dementia Safety Center’ to strengthen dementia response systems, senior health companion programs, operation of long-term care institutions (facility and home care benefits), visiting health management services for seniors, customized care services for low-income elderly living alone, and senior dining halls. The plan is to support seniors to live independently by expanding care infrastructure and enhancing accessibility and quality of medical services.

원본보기 아이콘Next, the ‘Social Participation’ area, which holds significant weight, will support 21 projects with about 5.4 billion KRW to increase access to cultural and leisure activities and satisfy learning desires, encouraging active social roles. Strengthening senior centers as places for communication and information exchange, remodeling public senior centers, and operating programs such as Yangcheon Longevity Culture University, senior classes, and adult literacy classes will be conducted. New projects include the ‘BoneChun (bone春) Class’ to strengthen physical functions for a happy old age and ‘Creating a Happy Old Age for Baby Boomers’ sharing retirement planning secrets.
The ‘Social Integration’ sector has allocated about 150 billion KRW for 9 projects to break down generational barriers and spread a culture of respect for seniors, including the senior center festival ‘Harmony Hanmadang,’ filial piety encouragement ‘Filial Allowance,’ and expanded basic pension support for stable retirement. Additionally, a new project ‘Longevity Birthday Party for Vulnerable Seniors’ will be launched to alleviate loneliness among seniors and improve negative perceptions of aging.
In the ‘External Environment and Facilities’ sector, which aims to expand green spaces frequently visited by seniors and create safe walking and living environments, 11 billion KRW will be invested in 8 projects such as the ‘Omok Park and Sintree Park Renovation Project’ and ‘Safety Inspection and Maintenance for Vulnerable Households.’ Especially, the new project ‘Modernization of Aging Senior Dining Facilities’ will improve the quality of meals provided to low-income seniors at risk of malnutrition and create a pleasant dining environment.
The ‘Housing’ sector, focused on creating safe and senior-friendly residential environments, will support 5 projects with about 400 million KRW, including applying age-friendly designs to urban spaces and facilities and the newly implemented ‘Senior Safe Residential Environment Improvement Project’ to prevent fall accidents.
In the ‘Transportation’ sector, 10 million KRW has been allocated to the ‘Senior Protection Zone Maintenance Project’ to prevent traffic accidents among seniors using welfare facilities by maintaining aging traffic safety facilities.
Additionally, about 10.8 billion KRW will be invested in projects such as the ‘Senior Customized Job Operation Project’ and ‘Village Keeper Silver Volunteer Corps Operation Project’ for senior employment, and about 120 million KRW will support 4 projects including the ‘Yangcheon-gu Senior Newsletter’ and ‘Senior Digital Competency Enhancement Project’ to strengthen age-friendly communication and information accessibility.

Geumcheon-gu (Mayor Yoo Seonghun) has decided to provide a ‘Business Stability Support Fund’ of 100,000 KRW per business to small business owners who are struggling due to the aftermath of COVID-19 and the ‘3 Highs’ (high interest rates, high prices, high exchange rates).
Geumcheon-gu Office and Geumcheon-gu Council reached a consensus on the difficulties faced by small business owners and secured funding by allocating an additional budget of 800 million KRW through the 243rd extraordinary session held in March for the payment of the support fund.
The support targets small business owners who registered their business in Geumcheon-gu before December 31, 2022, and currently operate by renting business premises with annual sales under 200 million KRW. However, businesses that are closed or suspended, restricted industries such as entertainment facilities, and non-store businesses are excluded.
Eligible small tenant business owners can apply online through the Geumcheon-gu Office website from April 10 to May 19.
For those who have difficulty applying online, Geumcheon-gu will operate an on-site reception desk on the 12th floor of the district office from April 24 to May 19.
During the first week of on-site reception (April 24?28), when many applicants are expected, a five-day rotation system will be implemented based on the last digit of the business registration number.

Songpa-gu (Mayor Seo Gangseok) announced that starting in April, it will provide a ‘Civil Petition Form QR Code Helper’ guidance service to help residents who use the district office and community service centers easily and conveniently fill out civil petition forms.
Previously, when filling out civil petition forms, residents had to visit the district office or civil service centers in person and check samples attached to the form stands, which caused inconvenience due to space limitations when many people visited.
Also, complicated and difficult permit-related civil petition forms were often filled out incorrectly at home or work, causing the inconvenience of revisiting the civil service centers.
To resolve these inconveniences, the district has created QR codes for frequently used civil petition form samples and posted them on the district website and at each civil service center.
The QR code civil petition form samples include 10 commonly used daily life-related forms (▲Birth Report ▲Death Report ▲Resident Registration Certificate and Transcript Power of Attorney, etc.) and 25 permit-related forms that are complex to fill out and frequently requested (▲Freight Vehicle Transport Business Permit Application ▲Outdoor Advertisement Display Application ▲Land Transaction Contract Permit Application, etc.).
The district expects that by using QR codes, residents’ waiting times will be reduced and they will be able to fill out civil documents anytime and anywhere without visiting the civil service centers, enabling more convenient and faster civil services.
