New Secretary-General of the Council of Governors Appointed: Former Assemblyman Yu Min-bong

Lee Cheol-woo, Governor of Gyeongbuk Province and Chairman of the Council of Governors of Provinces and Cities of the Republic of Korea, appointed Yoo Min-bong (65) as the 11th Secretary-General of the Council of Governors on the 3rd at the Gyeongbuk Provincial Office.


The newly appointed Secretary-General Yoo Min-bong previously served as a professor in the Department of Public Administration at Sungkyunkwan University, Senior Secretary for National Policy Planning at the Presidential Secretariat, and a proportional representative member of the 20th National Assembly from the People Power Party.

Secretary-General Yoo is an authority in the field of personnel administration and authored fundamental textbooks on public administration such as Personnel Administration Theory (1999), Korean Personnel Administration Theory (2000), and Korean Public Administration (2005). He was also the principal proposer of the amendment bill to the Electronic Government Act.


Secretary-General Yoo stated, “I will do my utmost to make the Council of Governors a platform that addresses the timely challenges faced by both central and local governments,” adding, “We will present innovative solutions to strengthen the three key functions of local autonomy and decentralization, regional balanced development, and local diplomacy.”


Chairman Lee Cheol-woo said, “President Yoon Seok-yeol’s firm intention to operate the Central-Local Cooperation Meeting with governors and mayors as the second Cabinet meeting inevitably increases the significance of the agenda proposed by local governments,” and added, “With a distinguished Secretary-General on board, who will serve as a bridge between the central and local governments, we will surely open a new era of local governance.”
