Request to Reflect National Road Construction Plan for Frequent Congestion Section from Ulsan Downtown to Eonyang

Ulsan City to Promote Three National Routes for Dense Inner Ring Roads

Under Ministry of Land, Infrastructure and Transport's '6th National and Local Road Construction Plan'

Ulsan City is pushing for the construction of three national highway routes by submitting proposals to the government.


On March 31, Ulsan City announced on the 3rd that it had requested the Ministry of Land, Infrastructure and Transport to include the ‘Eonyang~Beomseo (Daun) Road’ and ‘Cheongnyang~Beomseo (Daun) Road,’ which bypass national highways, as well as the ‘Ungchon~Seosaeng Road,’ a branch project connecting national highways, in the ‘6th National and Local Highway Construction Plan’ being established by the Ministry.


The 6th National and Local Highway Construction Plan, scheduled to be implemented from 2026 to 2030, is a road construction plan established every five years under the Road Act. It involves demand surveys targeting local governments, feasibility analyses, and prioritization, followed by a comprehensive preliminary feasibility study by the Ministry of Economy and Finance, and will be finalized by the Ministry of Land, Infrastructure and Transport’s Road Policy Deliberation Committee in December 2025.


The top priority project among those applied for by Ulsan this time is the ‘Eonyang~Beomseo Road’ project, which bypasses National Highway No. 24.

National Highway No. 24 is the only road connecting downtown Ulsan and the Eonyang area and is chronically congested. Development projects such as the Seonbawi Public Housing District, Taehwa Riverside Public Land District, Downtown Convergence Special Zone, and KTX Station Area Urban Development District are being promoted around National Highway No. 24, which is expected to exacerbate traffic congestion.


Ulsan City plans to build a bypass road from the Daun 2 Public Housing District to the Eonyang Jikdong Intersection to alleviate traffic congestion on National Highway No. 24 and improve residential conditions.


In addition, Ulsan City has proposed the ‘Cheongnyang~Beomseo Bypass Road’ and ‘Ungchon~Seosaeng Road’ projects, which are linked to the Yulhyeon District Urban Development Project and the Ulsan Southern New Town Development Plan currently being established around National Highways No. 7, 14, and 31.


The Cheongnyang~Beomseo Bypass Road is a route connecting National Highway No. 14, which passes through the heavily congested Sinbok Rotary, from Yulli Public Garage to Guyeong-ri and then to the Daun 2 Public Housing District. The Ungchon~Seosaeng Road project requests designation as a branch of the national highways connecting National Highways No. 7, 14, and 31.


Lee Sang-chan, Director of the Construction and Housing Bureau of Ulsan City, said, “Large-scale public housing districts and downtown convergence special zones are planned around National Highway No. 24, and urban development projects are actively underway around National Highway No. 14, increasing the need for bypass road construction. We will establish a close cooperative system by explaining the necessity of the three road construction projects to the central government and strive to ensure they are included in the 6th construction plan.”


Previously, Ulsan City repeatedly requested the inclusion of the three national highway projects in the construction plan but they were not reflected due to a lack of economic feasibility.


Ulsan City is conducting feasibility studies reflecting environmental changes such as development plans being established around National Highways No. 24, 7, and 14.
