[Asia Economy Reporter Jong-il Park] Gangbuk-gu (Mayor Lee Soon-hee) is set to fully launch the ‘Mia Station Area Revitalization Project’ at 195 Mia-dong, marking the realization of Gangbuk-gu’s first compact city spatial structure.


The ‘Mia Station Area Revitalization Project,’ initiated in 2020, is Gangbuk-gu’s first station area revitalization project. Following the urban management plan approval on the 13th and building permit on the 17th, a 24-story mixed-use residential building with 260 households, including 34 public rental units, is planned for occupancy by 2026.


The basement level 1 through the 3rd floor will house neighborhood living facilities closely connected to local residents’ daily lives. Notably, the 2nd and 3rd floors will feature a Youth Culture Center (1,060.77㎡) managed by the district and a Hub-type Kiwoom Center (2,358.50㎡) managed by Seoul City, serving as specialized facilities for local youth and children.


Additionally, a pocket park-style open space and low-rise neighborhood living facilities will be arranged at the building’s front to activate the street block. A pocket parking space for school buses will be placed at the rear, and a four-lane road plan will be implemented to create a safe school commute environment.


Lee Soon-hee, Mayor of Gangbuk-gu, stated, “The planning for the Samyang Intersection Station Area Revitalization Project, Gangbuk-gu’s second project, is also in its final stages. We hope the project will revitalize the previously stagnant commercial areas and residents’ lives around the station.” She added, “We will actively support securing residential spaces for residents and introducing various essential local facilities in future new station area revitalization projects to make Gangbuk-gu a better place to live.”

Dongjak-gu (Mayor Park Il-ha) has been selected as a final target site for the Seoul Moa Town public contest in the second half of this year, covering the areas of 221-24 Noryangjin-dong and 202-29 Sadang-dong, accelerating urban development projects.


Moa Town is a district-level housing maintenance project that gathers old low-rise residential areas within 100,000㎡, where large-scale redevelopment is difficult, into one group to systematically improve residential areas and expand convenience facilities such as underground parking lots.


The urban development project is a key initiative led by Mayor Park Il-ha, a former Ministry of Land, Infrastructure and Transport official, reflecting his commitment to not only reconstruction and redevelopment but also upgrading social infrastructure such as roads, parks, and cultural and welfare facilities.


Previously, the district listened to residents’ opinions regarding Moa Town, comprehensively reviewed evaluation criteria including semi-basement houses, severe parking difficulties, and the aging level of each target site, and submitted two locations to Seoul City, which conducted on-site inspections.


As a result, both the area around 221-24 Noryangjin-dong and 202-29 Sadang-dong were selected as Moa Town target sites.


The two selected Moa Town sites will benefit from ▲ expanded area for street housing maintenance projects ▲ zoning upgrades ▲ relaxation of aging and floor restrictions for individual projects ▲ easing of building regulations for individual projects.


The district plans to hold resident briefings next year to gather opinions and establish customized management plans for the areas.


Park Il-ha, Mayor of Dongjak-gu, said, “The selection of these two sites as Moa Towns will give momentum to Dongjak-gu’s urban development projects,” adding, “We will continue to actively improve the poor living conditions of low-rise residential areas.”

Jungnang-gu (Mayor Ryu Kyung-gi) announced that two additional sites in the Myeonmok-dong area were selected as project sites in the second half of 2022 Seoul Moa Town district public contest.


The selected sites are around 152-1 Myeonmok 5-dong and 63-1 Myeonmokbon-dong. This brings the total number of Moa Town project sites in Jungnang-gu to seven, including pilot projects. The district aims to accelerate housing development projects in low-rise residential areas through this momentum.


Moa Town is a small-scale housing maintenance management area designated by Seoul City that gathers old low-rise residential areas within 100,000㎡, where large-scale redevelopment is difficult, and develops them like large apartment complexes. It addresses chronic issues such as parking shortages in low-rise residential areas and prevents isolated apartment developments caused by indiscriminate individual projects.


The two sites selected in the second half contest, 152-1 Myeonmok 5-dong and 63-1 Myeonmokbon-dong, had poor living environments with semi-basement housing rates of 60-70%. The district expects that Moa Town development will improve the residential environment and quality in these areas.


Subsequently, the sites will go through procedures including the district’s management plan establishment, Seoul City’s public inspection, and integrated review, and will be designated as small-scale housing maintenance management areas with legal effect as Moa Towns. The district plans to start management plan establishment in the first half of next year and aims to complete the Moa Town designation process by 2024 promptly.


Ryu Kyung-gi, Mayor of Jungnang-gu, said, “With the pilot project in Myeonmokbon-dong, four sites in the first half, and two sites in the second half, a total of seven Moa Town project sites are progressing smoothly, laying the foundation for residents’ housing stability and improved living standards.” He added, “We will continue to provide residents with prompt and accurate information and focus on housing development projects to create quality living environments.”


This year, the district established a dedicated department, the Housing Development Division, to expand housing supply through tailored projects suited to local conditions and improve the residential environment. Currently, Jungnang-gu has 18 development candidate sites, including the seven Moa Town project sites, and is also striving to attract new projects for further housing supply.
