[Asia Economy (Suwon) = Reporter Lee Young-gyu] Kim Dong-yeon, Governor of Gyeonggi Province, stated that although South Korea may have achieved formal democracy, substantive democracy is collapsing, and he pledged to carry out Gyeonggi Province administration that upholds human dignity.


On the 16th, through a post titled "I will do my best to protect democracy" on Facebook, Governor Kim said, "Yesterday, I attended the 'Democratization Movement Victims Memorial Ceremony' to commemorate the democratic spirits who sacrificed their lives for democracy," expressing concern that "there are voices (everywhere) saying our democracy is collapsing."


He then questioned, "Why is it that (South Korea) has achieved formal democracy but substantive democracy and freedom are not guaranteed?" and recalled, "A book published in the United States in 2019 titled 'How Democracies Die' pointed out two reasons."


First, he said, "It is because of a lack of 'mutual tolerance,'" emphasizing that "'mutual tolerance' means respecting and listening to the voices of those who think differently from oneself."


He added, "Secondly, it is because 'institutional restraint' is not practiced," pointing out that "there is a problem with those who legally hold power using vested interests as they please."


Furthermore, he noted, "It is also a big problem that various 'conditions for human dignity,' such as jobs and income, are not secured."


Going forward, he promised, "I will carry out Gyeonggi Province administration that protects human dignity," and pledged, "Through 'mutual tolerance' and 'giving up vested interests,' I will protect the livelihood of the residents and do my utmost to safeguard democracy and substantive freedom."
