On the 25th, the Ministry of Education announced the results of a special audit related to admission fraud at Jinju National University of Education. This special audit was conducted following allegations of admission fraud raised during last year's National Assembly audit, specifically concerning the special education candidate screening and the early admission comprehensive student record screening at Jinju National University of Education.
The Ministry of Education's special audit found that Admission Officer B, under the direction of former Admissions Team Leader A at Jinju National University of Education, arbitrarily adjusted the scores of 384 applicants a total of 1,510 times during the 2018 and 2019 academic years. They accessed the document evaluation system using 36 IDs, including their own, to manipulate the document evaluation scores.
The Ministry of Education explained, "Since re-evaluation occurs after the document evaluation, and interview evaluation scores are subsequently added to determine the final successful candidates, the relationship between the adjustment of first-stage document evaluation scores and the final acceptance or rejection is not clear."

From the 2018 to 2021 academic years, Jinju National University of Education applied document evaluation team formation criteria that were not included in the evaluation plan for two early admission screening types (21st Century Teacher Aptitude, Regional Talent Selection).
Applicants from four specific high schools and certain regions were assigned to specific teams composed solely of recruitment officers from the admissions management team to conduct document evaluations. The acceptance rate of document evaluations for students assigned to these teams was significantly lower than that of students assigned to other teams.
The Ministry of Education filed charges against former Admissions Team Leader A and full-time Admission Officer B for obstruction of official duties by abuse of authority. Among 28 related personnel involved in or negligent in managing the admission fraud, five were recommended for severe disciplinary actions including suspension, and two were recommended for minor disciplinary actions.
It was also uncovered that false documents were submitted in the Ministry of Education's University Support Project for High School Education Contribution. Twelve admission officers were recorded as having attended education and training despite being absent due to business trips and other reasons. The Ministry of Education ordered the return of the remaining project funds and decided to exclude the university from the next project cycle.
