[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] Lee Yong-seop, the Democratic Party of Korea's preliminary candidate for mayor of Gwangju Metropolitan City, announced on the 21st the sixth pledge to complete a "Bigger and Stronger Gwangju" with six promises for "Small but Certain Happiness (So-hwak-haeng)."
The candidate said, "The 10 So-hwak-haeng pledges announced on the 7th received enthusiastic interest and support, and various opinions from citizens have been pouring in like a flood through the citizen communication online platform 'Gwangju Happiness No.1 Street,'" adding, "Among them, six urgent issues that many want will be made into additional pledges and implemented immediately in the 8th local government term."
He proposed plans to support middle-aged people experiencing economic crises by providing a "Restart Allowance," introducing the "Tomorrow Savings Account" system for asset formation, and offering lifelong education vouchers to help prepare for a secure old age.
He also instructed to expand the Bitgoeul 50+ Center, currently operated by Gwangju City, to five districts to strengthen support for life redesign for middle-aged people and expand life transition education.
To promote the sustainable growth of rural areas, agriculture, and farmers (the "3-Nong"), which are rapidly disappearing, he plans to promote the payment of a "Farmer's Allowance."
To guarantee the right to rest and health of self-employed people who cannot rest even when sick, he plans to introduce the "Gwangju-type Self-employed Sick Leave Allowance."
Through the Youth Participation Budget System, young people will directly propose policies and be guaranteed participation in the budget establishment process.
This system aims to encourage active youth participation in city administration and increase transparency in budget execution, and it will be fully implemented after revising the "Gwangju Metropolitan City Youth Policy Basic Ordinance."
He plans to expand urban camping sites to 10 (currently 3) to support citizens' leisure activities and enhance convenience for tourists by expanding dedicated spaces and parking lots for camping cars.
To support sports club activities, he plans to expand sports facilities and hold additional competitions by category (Mayor's Cup, Sports Association President's Cup, etc.).
Some waterfront soccer fields will be converted into grass fields, and the current 15 waterfront baseball fields will be gradually expanded to 25.
He is also considering installing indoor climbing gyms by utilizing spare space in public gymnasiums and increasing the number of Mayor's Cup competitions by assessing demand for competitions by category.
The candidate said, "From now on, I will focus on leading the spirit and issues of the times while becoming a 'warm citizen mayor' who closely and carefully attends to the pains and difficulties our citizens experience in daily life."
