Sancheong-gun Selected as Excellent Institution for Two Consecutive Years in Government Evaluation of Prompt Execution

[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Sancheong-gun, Gyeongnam Province, was selected as an excellent institution for two consecutive years in the Ministry of the Interior and Safety's ‘2021 Second Half Rapid Execution Final Evaluation.’

With this excellent institution selection, the county secured a special grant of 80 million won this year, following 40 million won last year.

This evaluation was conducted on the execution performance of the entire general and other special account expenditure budgets, including consumption (38 statistical items such as labor and goods expenses) and investment (5 statistical items such as facility expenses), for 243 local governments nationwide in the second half of last year.

As a result of the evaluation reflecting the achievement rate against targets such as rapid execution goal achievement performance, quarterly consumption and investment execution performance, and job project execution performance, Sancheong-gun was selected as an excellent institution.

In the consumption and investment budget execution performance section, which revitalizes the local economy, it recorded execution rates of 116.86% in the third quarter and 118.41% in the fourth quarter compared to the target, earning high marks.

This means that despite difficult conditions such as the spread of the novel coronavirus infection (COVID-19) and the construction material supply crisis, the execution target amount was exceeded. This achievement is evaluated to be due to budget formulation considering rapid execution and the establishment and utilization of a systematic budget execution system.

Since early last year, the county formed a rapid execution promotion team led by the county governor, checked the progress, and shared excellent rapid execution cases among departments through monthly progress report meetings, making various efforts.

As a result of systematic rapid execution promotion, the county was selected as an excellent institution in the Ministry of the Interior and Safety's second half rapid execution evaluation in 2020, securing a special grant of 40 million won, and was also selected as an excellent institution in the 2021 Gyeongnam Province's own second half rapid execution evaluation, receiving a special adjustment grant of 100 million won.

A county official said, “We will focus on discovering and executing executable budgets this year as well, aiming to be selected as an excellent institution for rapid execution for three consecutive years. We will do our best to serve as a catalyst to revive the local economy, which has been stagnant due to the prolonged COVID-19 pandemic.”

Sancheong-gun organized this year's original budget at a scale of 600 billion won, an increase of more than 100 billion won compared to last year. This is the first time in Sancheong-gun's budget formation history that the budget exceeded 600 billion won.

Since entering the 400 billion won range in the 2018 main budget, the county's budget size has continued to increase. Compared to 318.5 billion won in 2010, it has risen 1.9 times in 10 years.
