Justice Party Proposes Mediation Plan, Says "Separate Prosecutorial Investigation Authority Requires Sufficient Discussion"

[Asia Economy Reporter Kang Juhee] Amid the conflict between the Democratic Party of Korea and the People Power Party over the bill to separate prosecution and investigation powers, the Justice Party has expressed the position that 'sufficient discussion' is necessary. It appears that while they support processing the bill, they have concerns about the Democratic Party's rapid approach.


On the 20th, Bae Jin-gyo, the floor leader of the Justice Party, pointed out in an interview with KBS Radio's 'Choi Kyung-young's Strong Current Affairs' that "The Justice Party generally supports the principle of separating prosecution and investigation powers between the prosecution and police, but there are concerns regarding the bill proposed by the Democratic Party."


Bae said, "(The Democratic Party) plans to transfer six major crimes to the National Investigation Headquarters for three months after separating prosecution and investigation powers, and during that period, legislate how to establish the National Investigation Agency. However, that period is too short," adding, "At least one year is needed, and during that year, a special parliamentary committee should be formed to collaboratively design the framework for stakeholders and the National Investigation Agency."


He continued, "Above all, the current amendments to the Prosecution Act and the Criminal Procedure Act are somewhat insufficient regarding the control of the expanded police powers," emphasizing, "A preparation period is necessary so that the National Investigation Agency and others can be properly established after one year of legislation."


On the 21st, Bae held a press conference at the National Assembly Communication Office and presented a mediation plan related to prosecution reform. The plan includes separating investigation and prosecution powers, separating authority and functions, reorganizing the organization and investigative capabilities, and strengthening control and checks over investigative agencies' investigations.


Bae stated, "The second phase of prosecution and police reform and the reform of the criminal justice system should be prepared through a comprehensive reform plan after sufficient deliberation involving stakeholders."
