[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] On the 20th, Lee Yong-bin, a member of the Democratic Party of Korea, announced that he has taken the lead in proposing a partial amendment to the 'Act on the Promotion of Convergence Talent Development in Science and Technology.'


In the face of unprecedented global uncertainties such as intensified global technological hegemony competition and accelerated digitalization, countries around the world are fiercely competing to nurture and secure outstanding science and technology talents.


Amid this silent talent war, our reality is undergoing changes in population structure such as low birth rates and aging, raising ongoing concerns about the loss of national growth engines.


Since its enactment in 2004, the 'Special Act on Supporting Science and Engineering Fields' has contributed to establishing a systematic foundation for nurturing and utilizing science and engineering personnel and promoting science and technology-based innovation across the economy, society, and industry. However, it has only been partially amended three times?such as the introduction of a research grant recovery clause and inclusion of the four major science and technology institutes within the university category?raising concerns about its limitations in proactively responding to rapidly changing domestic and international environments.


Rep. Lee stated, “By 2030, the time it takes for knowledge to double will be only three days. It is no longer feasible to secure effective human resources or provide dynamic support solely from the perspective of past legislation. Therefore, considering changes in the policy environment, I have proposed the Act on the Promotion of Convergence Talent Development in Science and Technology.”


The amendment includes ▲ the establishment of a database for science and engineering personnel ▲ support for attracting outstanding overseas science and engineering talents and utilizing highly experienced science and technology experts ▲ strengthening customized support for science and technology personnel throughout their life cycles ▲ and special support for research-oriented universities.
