[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is the first local government in the country to link the central government’s integrated research fund management system with the province’s own system for R&D projects within the province.
The province expects that applying this will enhance the transparent execution of research and development funds and improve convenience for researchers.
On the 18th, Gyeonggi Province announced that it signed a business agreement titled "Interconnection of Gyeonggi Province R&D Project Management System (G-PMS) and Central Government Integrated Research Fund Management System (RCMS)" at the Gyeonggi Provincial Government Situation Room in Suwon with the Korea Evaluation Institute of Industrial Technology (KEIT) and the Gyeonggi Institute of Science and Technology Promotion.
According to the agreement, Gyeonggi Province, KEIT, and the Gyeonggi Institute of Science and Technology Promotion will actively cooperate to enable executing organizations to focus more conveniently on research and development by utilizing the R&D capabilities and resources each institution possesses.
Since 2020, the province has been building its own R&D project management system (G-PMS) as part of establishing a "fair and transparent R&D support system." Through this system, it plans to fully support project announcements, evaluations, agreements, changes, and performance management starting in the second half of this year.
KEIT, a specialized R&D institution under the Ministry of Trade, Industry and Energy, has been operating the RCMS (Real-time Research Fund Integrated Management System) since 2019. This system links research funds for central government R&D projects with financial institutions and the National Tax Service, allowing real-time usage and online electronic verification for payments. Currently, it manages 17,126 central government R&D projects worth 7.8 trillion KRW.
The agreement institutions will form a working-level council to analyze the structure of each system and connect them in detail by June, aiming to make the system operational for specialized institutions and researchers from the second half of the year.
Through this, not only general information on R&D projects but also changes during execution, outcomes, fund execution and utilization, and settlements will be linked and computerized between the two systems. This will prevent misuse of research funds and lead efforts to improve researcher convenience by supporting the entire R&D cycle.
Lee Han-gyu, Deputy Governor for Administration 2 of Gyeonggi Province, emphasized, "Since Gyeonggi Province ranks highest among local governments nationwide in most economic indicators, applying systems like RCMS is essential for transparency in R&D project budgets, which involve significant self-funded budgets. We will first pilot this in provincial R&D projects and then strive to expand it to cities and counties."
