[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety conducted the '2022 Joint Evaluation of Local Governments' and announced the results on the 18th. The joint evaluation is a comprehensive assessment for local governments conducted by the Minister of the Interior and Safety jointly with heads of central administrative agencies, evaluating the performance of 17 metropolitan cities and provinces in national delegated tasks, national subsidy projects, and major national policies.
This year's evaluation focused on creating citizen-experienced outcomes for major national policies, and it was characterized by considering regional characteristics to objectively measure efforts and achievements under different conditions for each local government. The Ministry explained that to enhance citizen perception in this evaluation, public participation was doubled (from 102 to 204 people), and indicators were adjusted considering the local governments' situations due to COVID-19 to reduce their evaluation burden.
The joint evaluation was conducted through 87 quantitative indicators (goal achievement), 21 qualitative indicators (best practices), and public evaluation (best practices), including mutual verification among metropolitan cities and provinces, verification of performance by central ministries, metropolitan cities and provinces, and the joint evaluation team.
First, the 87 quantitative indicators were evaluated focusing on the achievement of goals assigned to each metropolitan city and province considering regional environments. The evaluation results of the 87 quantitative indicators showed an overall goal achievement rate of 88.9%, an increase of 3.6 percentage points compared to last year, with 14 out of 17 metropolitan cities and provinces showing an increase in goal achievement. Among metropolitan cities, Gwangju and Ulsan (92.9%), Daejeon (89.3%) ranked highest, and among provinces, Jeonnam (95.4%), Gyeonggi, and Gyeongnam (94.3%) ranked highest.
The 21 qualitative indicators were evaluated by a joint evaluation team of 85 experts divided into metropolitan cities and provinces to select best practices. The evaluation of the 21 qualitative indicators resulted in a total of 83 best practices selected from 17 metropolitan cities and provinces. Among metropolitan cities, Daegu (12 cases), Daejeon (10 cases), and Ulsan (7 cases) had the most selections, and among provinces, Gyeonggi (13 cases), Jeju (8 cases), and Chungbuk (4 cases) ranked highest.
The public evaluation targeted 34 cases submitted by metropolitan cities and provinces, two cases each from the qualitative indicator best practices, and selected 10 best practices, five each from metropolitan cities and provinces, through evaluation by the public evaluation group. The public evaluation results selected 2 cases from Seoul, and 1 case each from Incheon, Gwangju, and Ulsan among metropolitan cities, and 2 cases from Gyeonggi, and 1 case each from Gangwon, Chungnam, and Jeju among provinces, totaling 10 best practices.
The Ministry of the Interior and Safety plans to disclose the evaluation results and provide financial incentives and awards to outstanding contributors according to the results for each metropolitan city and province. Additionally, it will continue to support balanced regional performance creation through customized administrative consulting and publication of best practice collections.
Minister Jeon Hae-cheol stated, "The results of this joint evaluation are the outcome of local governments' unwavering efforts to promote major national tasks and policies despite the ongoing COVID-19 situation," and added, "We will continue to develop indicators suitable for new environments such as central and local administrative conditions and support the creation of national performance and the development of local autonomy through joint evaluations."
