[Asia Economy Reporter Seongpil Cho] The National Police Agency's National Investigation Headquarters will operate an Industrial Technology Leakage Reporting Center starting from the 18th. This measure aims to activate the reporting of industrial technology leakage offenders.


On the 17th, the National Police Agency stated, "Swift investigations must be conducted regarding attempts to leak core technologies that form the foundation of the national economy, such as semiconductors and displays, to prevent further damage." The agency plans to establish the Industrial Technology Leakage Reporting Center on its official website (www.police.go.kr) to continuously receive related reports. In particular, to support some small and medium-sized enterprises with weak technology protection capabilities, a dedicated investigation team and a channel for immediate consultation will be opened to strengthen support.


Damage reports should primarily be submitted in writing with attached evidence, but an anonymous reporting section will also be separately operated. The consultation window will be operated not only when a crime has occurred but also before a crime occurs, to minimize damage through consultations on whether a crime has been committed and how to respond. If necessary, cases will be transferred to investigations to ensure timely investigations.


So far, the police have been conducting an annual "Special Crackdown on Industrial Technology Leakage Offenders," handling more than 100 cases on average per year, but they diagnosed that technology leakage crimes continue to occur. Such crimes are particularly difficult for investigative agencies to recognize or prove on their own. Ultimately, the most important clue for investigations is the complaints and accusations from victim companies, but it has been found that actual investigation requests are not frequent. According to the "2020 Survey Report on the Level of Technology Protection in Small and Medium Enterprises," only 5.7% of victim companies requested investigations after technology leakage damage.


A National Police Agency official said, "Since active reporting by victim institutions is key to strictly punishing industrial technology leakage crimes, we will operate the reporting center thoroughly," adding, "We will focus our efforts on various promotions to further activate reporting."
