Exploring New Approaches to Solve Citizen-Perceived Urban Issues Based on Big Data

[Asia Economy Reporter Lim Cheol-young] Seoul City University and the Seoul Metropolitan Government 120 Dasan Call Foundation announced on the 12th that they have signed a 'Memorandum of Understanding (MOU) for the Activation of Smart Cities.'


The signing ceremony held at the main conference room of Seoul City University was attended by key executives from both institutions, including the university president, director of the Urban Science Big Data AI Research Institute, chairman of the 120 Dasan Call Foundation, and head of the Planning and Management Headquarters of Seoul City.


The main contents of the agreement include ▲ mutual cooperation for analyzing civil complaint consultation data and activating Smart Seoul ▲ provision of related information and proprietary technologies held by both institutions ▲ cooperation to discover new approaches applicable to policy areas solving urban problems that citizens can directly experience.


Through this agreement, the 120 Foundation will provide Seoul City University with big data from 6 to 7 million civil complaint consultations accumulated annually, and the university’s Urban Science Big Data AI Research Institute will utilize this data for research. This collaboration is significant as it brings together an administrative consultation agency that communicates directly with citizens 24/7 and collects complaints from Seoul and its 25 autonomous districts, with an urban science research institute equipped with the latest supercomputers and research personnel.


With this MOU, the 120 Foundation plans to jointly promote various projects with Seoul City University, including the proactive establishment of a global network (New York City) and the reorganization of the government and Seoul’s civil complaint classification system. Additionally, through the introduction and establishment of the ISP information strategy to realize Mayor Oh Se-hoon's pledge of 'Dasan Call 2.0 Season 2,' a real-time automatic civil complaint analysis system will be prepared, enabling the 120 Foundation to position itself as a leader in solving urban problems that citizens directly experience.


Seo Soon-tak, president of Seoul City University, said, “Seoul, leading the world through innovation in urban administration, plays a major role in creating a better sustainable future city. The AI-based citizen-centered urban administrative service innovation led by Seoul City University using the big data from 120 Dasan Call will serve as a model case of urban administrative innovation for cities in Korea and worldwide.”


Lee Yi-jae, chairman of the 120 Dasan Call Foundation, explained, “Marking the 15th anniversary of its founding in 2022 and the 5th anniversary of the foundation’s launch, the 120 Dasan Call Center will strive to enhance the happiness of 10 million Seoul citizens by realizing scientific administration using the accumulated big data through this MOU with Seoul City University.”
