[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Public Procurement Service (PPS) will provide a service that can create request for proposals and perform self-diagnosis using artificial intelligence.
On the 8th, PPS announced that it will establish an 'AI-based Procurement Support System' within this year to provide related services to ordering agencies.
The system construction project was selected as a task of the Ministry of Science and ICT's digital public service innovation project this year and is being promoted with the Korea Intelligent Information Society Agency participating as a specialized institution. The project scale is approximately 1.7 billion KRW.
The AI-based Procurement Support System will be built focusing on ▲automatic generation of request for proposals ▲self-diagnosis of request for proposals ▲policy support services.
The automatic generation of request for proposals uses AI to automatically create common bidding items such as participant qualifications and evaluation criteria suitable for the project scale and type, and generates a standard request for proposal form to provide to ordering agencies.
The subsequent self-diagnosis service allows AI to diagnose compliance with laws, appropriateness of type-specific requirements, and detection of errors differing from the writing guide before the bidding announcement.
The policy support service provides trend and statistical analysis tools on procurement requests by type for informatization projects ordered by public institutions.
Until now, informatization projects (ICT) lacked a standardized format when creating request for proposals for negotiations, resulting in frequent modifications of request for proposals before bidding announcements due to regulatory application errors and unclear requirements.
However, PPS expects that once the AI-based Procurement Support System is established and operated, time and costs in the informatization project procurement process will be reduced, and the convenience of public institution project procurement will be enhanced.
Kang Kyung-hoon, Director of the New Technology Service Bureau at PPS, said, “Considering the increasing procurement requests for ICT projects in the 4th Industrial Revolution era, the AI-based Procurement Support System is expected to provide practical help in drafting request for proposals for ordering agencies,” and added, “PPS will continue to expand public procurement services applicable to various ICT fields to promote digital innovation in the public sector.”
