[Asia Economy Reporter Jong-il Park] Gwanak-gu (Mayor Park Jun-hee) will impose fines of up to 130,000 KRW for illegal parking and stopping violations within school zones in accordance with the revised Road Traffic Act Enforcement Decree.
The district has a total of 68 school zones, where unmanned enforcement using CCTV and a 24-hour inspection team continuously monitor to prevent child traffic accidents caused by illegally parked vehicles within these zones.
To ensure the effectiveness of enforcement, a "Resident Reporting System" is also in operation. This system allows residents to submit photos taken with their smartphones via an app to report violations, with fines imposed accordingly. Anyone can report violations from 8 a.m. to 8 p.m. on weekdays.
Following the promulgation of the revised Road Traffic Act Enforcement Decree on November 10 of last year, and after a six-month period, from May 11, fines for illegal parking and stopping in school zones will increase from twice to up to three times the current fines on general roads.
The fine for illegal parking and stopping of passenger cars (and cargo vehicles under 4 tons) on general roads is 40,000 KRW. This will increase from the current 80,000 KRW to 120,000 KRW within school zones. For buses and cargo vehicles over 5 tons, fines will increase from the current 90,000 KRW to 130,000 KRW.
Additionally, to establish a proper parking culture, the district plans to focus on publicizing the increased fines through distribution of informational leaflets and hanging banners.
This year, Gwanak-gu will invest 2 billion KRW to achieve zero traffic accidents within school zones by implementing measures such as ▲ completing a smart pedestrian safety system ▲ expanding unmanned traffic enforcement cameras ▲ installing guardrails, yellow carpets, and yellow traffic lights within school zones ▲ newly designating and expanding school zones ▲ maintaining outdated traffic safety facilities within school zones ▲ and repairing sidewalks and roads on school routes with poor conditions, thereby strengthening safety in various ways.
Mayor Park Jun-hee of Gwanak-gu stated, “We will do our best to improve the traffic environment within school zones and create child protection zones free of traffic accidents,” and added, “We ask residents to participate in forming a proper parking culture for the safety and protection of children’s lives and to actively report any violating vehicles they find.”
